Responsibilities
- Support the Subcontracts team managing Parsons Government Services Sector.
- Manage Subcontracts, representing the organization as the primary subcontract administrator on assigned subcontracts.
- Ensure compliance with laws, regulations, and company policies.
- Build and maintain relationships with suppliers and internal/external customers.
- Negotiate terms and conditions of non-disclosure and teaming agreements.
- Prepare, analyze, and evaluate bids and proposals to ensure they meet government requirements.
- Perform comprehensive Cost and Price Analysis of bids and proposals.
- Administer subcontracts of various types and complexity, including Cost Plus, FFP, T&M, and Labor Hour.
- Develop supplier evaluation criteria, negotiate subcontract provisions, and support the generation of subcontract packages for review, approval, and awards to suppliers.
- Negotiate terms and conditions, pricing, milestones, and other applicable elements for the procurement of equipment and services.
- Advise management of contractual rights and obligations and provide review and interpretation of terms and conditions.
- Maintain an awareness of regulatory changes and their impact on subcontracts.
- Provide leadership in negotiating and modifying standard and non-standard subcontracts.
- Identify and resolve subcontract issues and problems, providing leadership in developing solutions and making recommendations to management.
- Provide direction and training to assigned professional staff.
- Create proper file documentation in accordance with Parsons and CPSR regulations.
- Ensure all files are Parsons and CPSR compliant.
- Support the subcontractor setup process for all new subcontractors with adherence to Parsons requirements, including documentation collection, submission, and tracking approval process.
- Perform additional functions as assigned or required.
Requirements
- Bachelor's Degree in Business Administration (or related field)
- 6+ years of related work experience involving typical procurement activities, including subcontracting.
- Ability to lead and confidently support Request for Proposal (RFP) and review meetings, contract pre-award meetings, final negotiations, and draft/finalization of contract.
- Experience and knowledge of CPSR, Procurement Policies and Purchasing Systems.
- Experience with creating file documentation in compliance with CPSR requirements.
- Knowledge of negotiating various contract types, including Firm Fixed-Price (FFP), Firm-Fixed-Price Level-of-Effort (FFP LOE), Cost-plus-fixed-fee (CPFF) Term and Level of Effort (LOE), Time and Materials (T&M), and Indefinite-Delivery, Indefinite-Quantity (IDIQ), Government-wide Acquisition Contracts (GWACs).
- Excellent working knowledge of Subcontract Management and Procurement concepts; Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR), General Services Administration Acquisition Regulation (GSAR), and Truth in Negotiations (TINA).
- Ability to counsel management, provide leadership in developing and communicating new concepts; apply them accurately throughout an evolving environment; organize, schedule and coordinate multiple work phases; determine the appropriate approach at the task or project level.
- Outstanding communication skills (written and oral) with the ability to successfully interact at all levels of a matrix organization; ability to develop relationships within all levels of the organization.
- Proven customer service skills.
- Extensive organizational and time management skills; must be able to multi-task with a high degree of accuracy and detail in a fast-paced, deadline-driven environment.
- Ability to adjust quickly and adapt to changing priorities.
- Ability to work independently and as part of a team; capable of representing the organization as a prime contact on subcontract matters with program management, vendors, and customers and, provide leadership to less experienced professional employees on projects.
- US citizenship.
Desired Skills
- Experience in negotiating and managing construction subcontract agreements in support of Federal Clients.
- Knowledge and experience with Deltek Costpoint.
- Familiarity with subcontract construction bonding, Davis-Bacon requirements, certified payroll, and construction subcontract billing.
