Our client, a leading healthcare company dedicated to revolutionizing the industry, is seeking a Strategic Sourcing Manager for their Portland, OR location. This is a 6-month contract (with the possibility of extending) and is fully remote. Only candidates located in OR, WA, ID, ND, or UT will be considered.

About the role

In this role, you will contribute focused expertise and drive a culture of spending discipline for more complex spend categories (e.g., complex services) by employing efficient, effective, and best-in-class strategic sourcing, contract management, negotiation, and supplier management practices. You will leverage company-implemented technology to build and own relationships with internal customers, ensure regulatory compliance, mitigate company risk, and contribute to the organization’s solutions profitability.

Responsibilities

  • Develop sustainable strategies for moderate to highly complex spend categories, including spend analysis, market and geographic considerations, and strategic importance.
  • Implement appropriate sourcing strategies to support corporate and divisional objectives, control purchased material costs, and ensure an adequate source of supply.
  • Lead sourcing events to provide competitive advantage in materials, supplies, and services.
  • Create, manage, and promote sound relationships with strategic suppliers and internal business partners.
  • Manage suppliers, total cost, quality, and delivery performance.
  • Optimize supplier performance, including contract compliance, continuous improvement, innovations, obsolescence, and reduction in total cost of ownership.
  • Conduct periodic strategic supplier business reviews and supplier visits.
  • Foster collaborative relationships with multiple business partners and strategic suppliers.
  • Locate, analyze, and develop a consolidated supplier base to meet current and future commodity needs.
  • Evaluate current market conditions regularly and adapt strategies to support market changes.
  • Manage and facilitate all facets of supply management activities between division business units and suppliers.
  • Negotiate and manage contracts and agreements for assigned commodities, ensuring cost savings and favorable terms.
  • Understand, track, and forecast key cost drivers and market factors for assigned commodities.
  • Identify and evaluate business risks in contracts and advise business owners on performance obligations to mitigate risk.
  • Develop expertise within commodity focus teams to understand company-wide needs and evaluate suppliers.
  • Foster an environment of continuous learning and focus among sourcing management analysts.
  • Understand the nuances and complexities of varied and complex commodity groups.
  • Drive continuous improvement in the procurement process, including evaluating existing contracts for savings opportunities.
  • Utilize eSourcing and contract lifecycle management procurement software to create, manage, and monitor contracts, sourcing events, online auctions, and RFx creation.

Requirements

  • Bachelor’s degree in business or technology and 10 years of procurement/supply chain experience, including 4 years of strategic sourcing experience, or an equivalent combination of education and experience.
  • Advanced contracting skills, including knowledge of contracting principles, laws, regulations, and industry standards.
  • Advanced planning and negotiation skills.
  • Proven leadership track record in initiating change and challenging the status quo.
  • In-depth knowledge of supply chain fundamentals.
  • Prior experience in the identified spend category industry desired.
  • Ability to apply key procurement skills, including development/management of category strategies, RFP/RFI development, contract negotiations, strategic sourcing, supplier relationship lifecycle management, risk mitigation principles, and understanding of Total Cost of Ownership.
  • Demonstrated ability to market departmental offerings to the rest of the organization.
  • Strong written, verbal communication, and presentation skills.
  • Detail-oriented and able to handle rapid changes in the marketplace and work environment.
  • Strong coaching and mentoring skills.
  • Past leadership experience in supply chain, procurement, or healthcare industries.
  • Excellent problem-solving and risk management skills.
  • Strong market research and analytical skills, with continuous knowledge of external trends affecting the health insurance industry.
  • Proficient in MS Office Suite and IBM Desktop Software (including Lotus Notes).
  • Certification in supply chain, contract management, or procurement desired.
  • Experience with PeopleSoft, eSourcing, and CLM procurement software desired.
