About the role

Provides highly professional, supervisory, administrative, and technical work in developing, budgeting, planning, managing, and executing various projects within the Department of Public Works (DPW). Projects may include stormwater management and drainage, horizontal projects (water, sewer, roads, recreational areas), vertical projects (buildings and structures), marine infrastructure, and solid waste management.

Responsible for managing and administering the Town’s MS4 program, stormwater management permitting program, and overseeing illicit discharge compliance. May be required to design, develop, and stamp engineering drawings and specifications. Performs all other related work as required.

Responsibilities

  • Develop, budget, plan, manage, and execute DPW projects, including stormwater management, drainage, horizontal and vertical construction, marine infrastructure, and solid waste management.
  • Manage and administer the Town’s MS4 program and stormwater management permitting program.
  • Oversee illicit discharge compliance.
  • Design, develop, and stamp engineering drawings and specifications as required.
  • Conduct stormwater impact analysis and remediation.
  • Manage capital planning, procurement, and contract administration in compliance with Massachusetts laws.
  • Perform cost analyses, value engineering, and cost management for large-scale construction projects.
  • Prepare comprehensive reports and administer grants.
  • Plan, assign, and supervise the work of subordinates, evaluating their performance.
  • Communicate complex technical projects or issues effectively through written, verbal, and presentation formats.

Requirements

  • Bachelor’s Degree in Civil Engineering.
  • More than five (5) years of progressively responsible experience managing stormwater programs and/or horizontal construction projects; or equivalent combination of education and experience.
  • Supervisory experience preferred.
  • Class D driver’s license required.
  • Fundamentals of Engineering (FE) exam certificate required.
  • Licensed as a professional civil engineer in Massachusetts preferred.

Skills

  • Technical and professional knowledge of civil engineering principles, practices, materials, and methods.
  • Experience in stormwater impact analysis, remediation, and public works construction design, inspection, and compliance.
  • Knowledge of environmental rules and regulations governing stormwater, water quality, and resource management.
  • Familiarity with Massachusetts procurement laws, contract administration, and project management.
  • Proficiency in engineering software (CAD, GIS, design tools) and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams/Zoom).
  • Ability to design, manage, and plan large-scale complex projects independently or in a team environment.
  • Strong organizational, planning, and project management skills.
  • Excellent written and verbal communication skills for technical and non-technical audiences.
  • Ability to develop and manage large construction budgets and conduct cost analyses.
  • Demonstrated ability to meet and interact effectively with diverse stakeholders.
