About the role

Northrop Grumman is seeking a Staff Global Supply Chain Proposal Specialist to manage all SCM cost volume activities, compile cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications. This position supports Bid & Proposal activities across the Propulsion Systems & Controls Business Unit.

Responsibilities

  • Manages all SCM cost volume activities, compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
  • Interfaces with the Procurement Proposal Coordinator in obtaining accurate, timely quotes, reviewing quotes and uploading into costed Bills of Materials
  • Supports and leads contracting various tasks including RFP development and proposal evaluation (i.e. cost and price analysis)
  • Supports pricing reviews with management and customer representatives
  • Creates accurate ROM estimates for management “What if” analysis
  • Establishs/negotiates material budgets to support program requirements
  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
  • Responsible for creating Supply Chain Management labor/material BOEs
  • Supports submittal of assist audit requests
  • Acts as the Supply Chain lead for all internal and external proposal reviews

Requirements

  • Must have 16 years of related experience that includes a background in Supply Chain
  • Will consider those with a bachelors degree and at least 12 years of experience or those with a masters degree and at least 10 years of experience
  • Experience in bidding to different contract types (FFP, CPFF, CPIF, T&M)
  • Working Knowledge of FAR, DFARs and other Government procurement regulations as they pertain to bid/costing proposals
  • Experience with USG certified proposal creation, documentation and submittal
  • Extensive experience in creating Priced Proposal BOMs, Supply Chain Labor BOEs and Risk/Opportunities
  • Ability to analyze RFPs, create outlines and compliance matrices
  • Experience in proposal analysis and negotiation of major subcontracts
  • U.S. Citizen and ability to obtain DOD Secret clearance
  • Proficiency with Microsoft Excel

Qualifications

  • Must have a bachelor's degree and at least 12 years of experience, or a master's degree and at least 10 years of experience
  • Degree in Supply Chain and Business Administration preferred
  • A&D industry experience
  • Active secret clearance

Pay

Primary Level Salary Range: $139,700.00 - $209,500.00
