Reporting to: Director, Procurement

About the Role

The selected candidate will assist in a variety of contract and procurement functions within the MTA Procurement Division.

Responsibilities

  • Prepare contracts in accordance with MTA procurement policies and procedures.
  • Develop, solicit, negotiate, and award contracts through the Invitation for Bid (IFB) and Request for Proposal (RFP) processes, including all associated documentation and analyses.
  • Negotiate and prepare supplemental agreements such as contract modifications, task orders, change orders, budget adjustments, and contract closeout documents to address changes in scope, pricing, and fee schedules.
  • Collect, analyze, and report procurement data.
  • Develop bid submission requirements and evaluation criteria.
  • Review vendor qualifications and conduct market surveys and qualification hearings.
  • Procure goods and services using informal procurement procedures.
  • Prepare cost and price analyses, develop negotiation strategies, and negotiate pricing for various procurement actions.
  • Prepare written communications and summaries documenting negotiations and their outcomes.

Requirements

  • Baccalaureate degree from an accredited college or university.

Selection Process

Based on evaluation of education, skills, experience, interview, and written assessment. All selected candidates will undergo a full background investigation, including employment and education verification. Discrepancies may lead to dismissal.

Pay

Starting salary: $56,586

Additional Information

  • Appointment level may be adjusted based on the selected candidate’s current level.
  • Employees earning over $101,379 annually or holding policymaking positions may be required to file an annual financial disclosure statement with the state of New York.
  • Final salary is determined by experience, skillset, and alignment with compensation practices. The posted range may be updated as market or business needs evolve.
  • Current MTA employees must complete at least one year of service in their current role and maintain a satisfactory record of job performance, attendance, and disciplinary conduct to be eligible for consideration.
  • Candidates eligible for the 55-a Program may be placed in a competitive or non-competitive class position based on qualifications. Indicate interest in the 55-a Program in your cover letter and resume if applicable.
