Staff Administrator
About the Role
The Denver Clerk & Recorder (DCR) is seeking to hire a Staff Administrator to perform professional and technical duties in coordinating department personnel-related actions. This is a new position within the Operations Division, supporting the entire agency with special requirements for robust Elections personnel needs multiple times per year. The role involves managing all employment activities for election judges, including hiring, job offers, onboarding, job assignments, and timekeeping, while partnering with the Office of Human Resources for agency-wide HR support.
Responsibilities
- Maintain thorough and up-to-date knowledge of the City and County of Denver Office of Human Resources Career Service Authority Rules, Workday HR processes, and procedures.
- Monitor changes in statutes and regulations affecting HR policies to ensure compliance.
- Develop and execute complex work plans to meet large-scale temporary staff needs for elections (hiring 600–1,200 temporary workers within weeks for each election, typically multiple times per year), ensuring compliance with Colorado’s Title I requirements for elections workers and trainings.
- Supervise full-time and on-call DCR HR support staff involved in temporary election worker operations and training, ensuring efficient service delivery and professional coordination with internal and external stakeholders.
- Review and screen temporary election worker candidates (applications, resumes, and phone screens) to assess qualifications, skills, and experience.
- Serve as the technical expert for all temporary election worker HR functions, including recruitment, onboarding, time tracking, payroll, and training.
- Continuously evaluate and improve HR processes for temporary election worker personnel practices to increase efficiency and mitigate operational and legal risks.
- Ensure HR compliance of temporary election worker administration and provide strategic advice on operational decisions and legislative policy changes to executive management.
- Interpret and explain HR policies, procedures, and laws to managers, supervisors, and staff.
- Oversee pre-employment screening activities, including criminal background investigations for all prospective temporary election judges.
- Collaborate with payroll to ensure proper processing of hires, changes, and election staff compensation issues.
- Support supervisors with hiring, staffing needs, and onboarding.
- Process forms and reports for Human Resource program areas, evaluating accuracy and validity of legal employment documents (e.g., I-9).
- Track status on pre-employment testing, background checks, and eligibility compliance.
- Coordinate start dates for new employees with supervisors and initiate agency new-hire procedures.
- Support compensation activities such as job audits and pay equity reviews.
- Track, review, and maintain HR data systems, records, reporting, metrics, schedules, procedures, documentation, or certifications.
- Attend job fairs, networking events, and volume hiring events.
- Participate in seminars, conferences, and workshops to maintain knowledge of trends and developments in the field.
- Perform special projects of a complex administrative, technical, or confidential nature.
- May be reassigned during emergency situations.
Requirements
Minimum Qualifications:
- Bachelor’s Degree in a related field.
- Five (5) years of experience performing full-performance professional-level duties within a specialized, functional area (clerical experience not included).
- One (1) year of experience may be substituted for each required year of post-high school education. Additional appropriate education may substitute for the minimum experience requirements.
Preferred Competencies and Abilities:

- Experience handling and processing sensitive and confidential information.
- Skill in assessing candidate qualifications through detailed questioning.
- Proficient in drafting communication announcements and emails.
- Proactive problem-solving and change management experience.

- Understanding of personnel processes such as recruitment, position management, onboarding/offboarding, and knowledge of Colorado State Personnel regulations.
- Ability to apply pertinent laws, rules, regulations, and policies independently.
- Strong communication, collaboration, and relationship-building skills.
- Experience setting goals, objectives, and managing time efficiently.
- Preference for candidates with a proven track record of hiring large volumes of staff simultaneously, working with temporary employees, and familiarity with different payroll systems.
The selected candidate cannot be out of office for a consecutive week from hiring until November 13, 2026, due to election-related responsibilities.

Pay
The full salary range for this position is $86,634.00 - $142,947.00. The hiring range is $86,634.00 - $114,790.00, commensurate with experience and education.
Location & Schedule
The Denver Clerk & Recorder’s office is located at 200 W. 14th Ave., Denver, CO. Office hours are typically 8 a.m. to 5 p.m., Monday through Friday. Some roles may offer remote work and flexible schedule options with manager approval, dependent on business needs.
