About the role

Parsons’ Electronic Directorate is focused on delivering cutting-edge offensive and defensive cyber, electronic warfare, signals intelligence, and specialized communication and collection technologies to the Department of Defense and Intelligence Community. Our purpose is to serve those who protect our nation, enabling mission success across intelligence, cyber, and electronic warfare domains.

Responsibilities

  • Create and update the Electronic Warfare Directorate’s technical strategy
  • Ensure strategy alignment with the Directorate and overall company objectives
  • Document the directorate's technical vision and compare it to the current state
  • Develop a roadmap to transition from current state to future state
  • Lead technical volumes of proposals, ensuring responsiveness and clear discriminators
  • Support Business Development and Capture activities by aligning contract pursuits with sector strategy
  • Assist with customer engagements by developing briefings that highlight company differentiators
  • Continuously evaluate emerging technologies and industry trends
  • Identify solutions, services, and best practices to keep the sector at the forefront of innovation
  • Foster cross-business unit collaboration to drive partnerships and accelerate advancements
  • Engage high-value customers and operators
  • Deliver compelling technical briefings and solution presentations to senior government leaders and mission operators
  • Leverage strong relationships to influence decision-making and strengthen customer trust
  • Build and refine a high-performing technology organization
  • Lead multi-domain collaboration across Parsons' Defense & Intelligence portfolio to solve complex mission challenges
  • Drive new business and on-contract growth while cultivating a culture of innovation, collaboration, and excellence
  • Manage technology budgets, allocating resources efficiently and cost-effectively

Requirements

  • Bachelor's Degree or equivalent work experience and a minimum of 10+ years experience within a technical field or related industry and 4+ years experience in a managerial role
  • Experience in operational or military environments in cyber, EW, or intelligence domains is a plus
  • Experience initiating and executing innovation, experimentation, and advanced development efforts within the military
  • Exposure to and broad understanding of SAP portfolios and associations with OUSW(R&E), SCO, DARPA, service labs, and program offices
  • Experience or background in cyber, Electromagnetic Warfare (EW), space, fires, and distributed operations
  • Experience managing multi-million-dollar budgets especially relating to experimentation, advanced development, and rapid fielding
  • Understanding of strategic, operational, and tactical operations and capabilities especially relating to complex kill chain development, National systems, and tactical fires
  • Deep understanding of unmanned systems, loitering and launched effects, tactical and over-the-horizon communications, target development, navigation and timing, non-kinetic and kinetic effects, counter-UXS, counter-C5ISRT, and other related operational areas of focus
  • Experience integrating with or directly supporting Special Operations, Space Operations, Air Operations, and large-scale Ground force operations
  • Ability to manage groups of operators and engineers especially within rapid prototyping, experimentation, and rapid fielding environments
  • Active TS/SCI security clearance is required

Qualifications

  • Master’s or Ph.D. degree in Electrical Engineering, Computer Engineering, Computer Science, or related discipline
  • Knowledge of SIGINT, Electronic Warfare (EW), Digital Signals Processing (DSP), Radio Frequency (RF), Space Systems Engineering, and algorithm development

Pay

$176,900.00 - $332,400.00
