About the Role

The Information Technology Department at the New York City Department of Youth and Community Development (DYCD) is seeking a Systems Analyst/Product Owner to join the Data & Reporting team. This role focuses on Business Process Analysis, including requirement gathering, data analysis, process modeling, gap analysis, and solution design. The Systems Analyst will assess and deliver assigned business, operational, and technical projects, recommending best practices based on business needs. This position reports directly to the Deputy Director of Project Management and Business Analysis under the IT Strategy and Project Management Unit.

The candidate will define the product vision, manage backlog items, and prioritize features according to client preferences. They will act as a liaison between business stakeholders and the technical team to ensure cohesive product delivery.

Responsibilities

  • Apply business analysis methodologies to gather requirements.
  • Review, analyze, and update requirements for completeness and obtain business/stakeholder sign-off.
  • Develop and utilize standard templates to write requirements concisely; create prototypes of interfaces based on user requirements.
  • Create process models, specifications, diagrams, and charts to guide developers and project teams.
  • Manage and track the status of requirements throughout the project lifecycle; enforce and redefine as necessary.
  • Communicate changes, enhancements, and modifications of business requirements.
  • Define the vision for the team’s product and manage the product backlog, prioritizing based on changing requirements.
  • Develop user stories and product backlog items.
  • Monitor and evaluate product progress at each stage of the process.
  • Liaise with the product team and end users to deliver updates.
  • Participate in Scrum meetings and product sprints.
  • Perform user acceptance testing to validate requirements and manage defects.
  • Define reporting and alerting requirements.
  • Help design, document, and maintain system processes.
  • Report on common sources of technical issues and make recommendations to the product team.
  • Identify opportunities to improve monitoring, discover issues, and deliver better value to customers.
  • Assist in tracking documentation, including specifications, testing plans, and training materials.
  • Facilitate compliance with Sand agency policies by developing supporting requirements.
  • Provide peer-to-peer support to other Systems Analysts and Quality Assurance Analysts.
  • Assist in creating new business analysis standards, guidelines, and adopting emerging technologies and practices.

Requirements

A master's degree in computer science from an accredited college or university and three (3) years of progressively responsible, full-time, satisfactory experience in Information Technology (IT), including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial, or executive capacity in these areas or in the supervision of staff performing these duties.

OR

A baccalaureate degree from an accredited college or university and four (4) years of progressively responsible, full-time, satisfactory experience as described above.

OR

A four-year high school diploma or its educational equivalent and six (6) years of progressively responsible, full-time, satisfactory experience as described above.

OR

A satisfactory combination of education and experience equivalent to the above options. However, all candidates must have at least a four-year high school diploma or its equivalent and must possess at least three (3) years of IT experience, including the eighteen (18) months of administrative, managerial, executive, or supervisory experience.

In the absence of a baccalaureate degree, undergraduate credits may substitute for a maximum of two (2) years of the required IT experience (30 semester credits for six months of experience). Graduate credits in computer science may substitute for a maximum of one (1) year of the required IT experience (30 graduate semester credits for one year of experience). However, credits may not substitute for the eighteen (18) months of administrative, managerial, executive, or supervisory experience.

Preferred Skills

  • At least 2 years of experience in business requirement gathering and creating workflows.
  • Experience using SQL or related query languages.
  • Excellent written and verbal communication skills.
  • Solid attention to detail and multi-tasking skills.
  • Knowledge of Agile/Scrum methodologies.
  • Knowledge of IIBA BABOK methodology.

Pay

$68,213.00 – $187,716.00
