Responsibilities
- Leads end-to-end subcontract management for complex programs, from acquisition planning and RFP development through negotiation, award, administration, modifications, and closeout.
- Develops, implements, and executes subcontracting strategies that support program objectives, cost/schedule/technical performance, and risk management, including under contingency and rapid-deployment operations.
- Prepares and issues solicitations (RFPs/RFQs/RFIs); leads source selection, evaluation, and negotiation processes in compliance with FAR/DFARS and V2X procedures.
- Drafts, reviews, and negotiates subcontract terms and conditions, NDAs, teaming agreements, and other related agreements, ensuring appropriate flow-downs, risk allocation, and compliance with prime contract requirements.
- Manages subcontractor performance, including cost, schedule, technical, quality, and delivery; initiates corrective actions and performance improvement initiatives as needed.
- Provides proactive subcontract management support for contingency and fast-paced operational environments, including:
- Rapid solicitation, evaluation, and establishment of subcontracts to support urgent mission needs.
- Structuring subcontracts to address performance in austere, OCONUS, and high-risk locations.
- Implementing agile, scalable supplier strategies to support surge requirements and evolving mission priorities.
- Collaborating with logistics, operations, security, and program leadership to enable accelerated lead times and deployment timelines.
- Supports proposal efforts by developing subcontract strategies, obtaining competitive bids, preparing cost/price analyses, and leading subcontractor inputs (technical, cost, schedule) to proposals in accordance with proposal requirements.
- Conducts cost/price analysis, fact-finding, and negotiations with subcontractors; prepares negotiation strategies, positions, and documentation in accordance with applicable regulations and V2X policies.
- Ensures subcontract compliance with FAR, DFARS, ITAR, Export Control, CPSR requirements, small business and socio-economic programs, and other regulatory and customer requirements.
- Identifies, assesses, and mitigates subcontract risks (commercial, financial, schedule, performance and, as applicable, geopolitical/operational risks associated with contingency environments).
- Prepares and maintains accurate subcontract files and documentation to support internal reviews, audits, CPSR, and customer/oversight agency requests.
- Provides guidance and training to program teams and junior subcontract professionals on subcontracting policies, procedures, and best practices.
- Collaborates with Legal, Contracts, and Compliance to resolve complex subcontract issues, disputes, and claims, including those arising from performance in contingency and high-tempo environments.
- Supports and leads continuous improvement initiatives within the Supply Chain/Subcontracts organization to improve cycle times, agility, compliance, and overall subcontract performance.
- Represents Subcontracts in internal and external meetings, reviews, audits, and customer engagements as a key business partner and functional leader.
Qualifications
- Education: Associate’s Degree with a minimum of fourteen (14) years of directly related government, industrial or DOD/DOW subcontracting experience OR Bachelor’s Degree in a related field and a minimum of twelve (12) years of directly related government, industrial or DOD/DOW subcontracting experience, OR Master’s degree in Business Administration (MBA) with a minimum of ten (10) years of directly related government, industrial or DOD/DOW subcontracting experience.
- Experience: Typically requires 10-14+ years of progressive experience in subcontract management, procurement, or contracts in a government contracting environment, with at least 5-7 years in a leadership or lead/SME role. Demonstrated experience managing complex, high value subcontracts under FAR/DFARS and related government regulations. Experience supporting or leading subcontract activities on DoW/DoD or other U.S. government programs. Experience operating in fast paced, dynamic environments with multiple, concurrent priorities and compressed timelines. Experience supporting contingency operations, OCONUS efforts, expeditionary or deployed environments, and/or missions in austere or conflict/post conflict areas is highly desired.
- Technical / Functional: Advanced knowledge of subcontracting under FAR/DFARS, including multiple contract types (e.g., FFP, CPFF, CPIF, T&M, IDIQ). Strong skills in cost/price analysis, negotiation, and contract drafting. Working knowledge of small business subcontracting, socio-economic program goals, and reporting requirements. Understanding of ITAR, EAR, and export/import regulations as they relate to international subcontracting. Familiarity with Cost Accounting Standards (CAS), Truthful Cost or Pricing Data (formerly TINA), and DCMA/DCAA/CPSR audits. Proficiency with ERP and procurement systems (e.g., Costpoint, SAP, Oracle) and e-sourcing tools.
- Contingency & Fast-Paced Environment: Demonstrated ability to operate effectively in high-tempo, ambiguous, and rapidly changing environments. Ability to manage multiple urgent requirements, short lead times, and evolving scopes while maintaining compliance and documentation rigor. Skill in making sound, risk-informed decisions with incomplete information and under time pressure. Experience supporting 24/7 operations, surge requirements, and accelerated timelines driven by mission needs. Ability to coordinate with cross-functional and geographically dispersed teams (including OCONUS and deployed personnel) to rapidly stand up, modify, and close out subcontracts. Strong problem-solving and issue-resolution skills in complex field and contingency situations.
- Leadership & Interpersonal: Demonstrated leadership of cross-functional teams or major subcontract efforts. Strong stakeholder management skills and ability to influence without direct authority. Clear, concise written and verbal communication skills, including the ability to present to senior leadership and customers. Ability to train, mentor, and provide guidance to less-experienced team members. High degree of integrity, ethics, and sound professional judgment. Provides leadership, guidance, and day-to-day direction to Subcontracts or Supply Chain staff, including mentoring junior level professionals. May serve as a functional lead for specific programs or capture efforts.
