About the role

The Sr Specialist, Health and Safety Projects supports health and safety initiatives for Phillips 66 Midstream Growth projects, ensuring compliance with regulations and company policies.

Responsibilities

  • Supports Midstream capital growth objectives by managing health and safety expectations across projects.
  • Develops, reviews, and updates site-specific safety plans.
  • Performs field verification and coaching to ensure compliance with Phillips 66 Life Saving Rules and policies.
  • Coordinates and implements health and safety training for project personnel.
  • Oversees incident management, including incident reporting, investigation, and corrective action tracking.
  • Manages auditing requirements and supports operations during audits.
  • Fosters a strong safety culture with frontline employees and contractors.
  • Supports compliance with the Phillips 66 Contractor Safety Program.
  • Collects and maintains health and safety Key Performance Indicators (KPIs).
  • Provides field or administrative support for emergency response efforts.
  • Develops tools to assess project safety plan alignment.
  • Partners with other Safety Specialists to ensure comprehensive coverage and oversight.
  • Participates in major project pre-bid and kick-off meetings.
  • Reviews safety documentation such as work permits, JSAs, mechanical lifting plans, and excavation risk assessments.

Requirements

  • Licensed to work in the United States
  • Associates degree or higher
  • 5+ years of health and safety experience with relevant regulations
  • Valid driver’s license
  • Construction safety experience in oil and gas or related industries
  • Current TWIC eligibility
  • Willingness to travel approximately 50%
  • Ability to comply with physical demands including climbing, lifting, standing, stooping, sitting, and carrying materials

Preferred

  • ASPC or CSP certification
  • Bachelor’s degree in a safety-related field
  • Experience with emergency response, including Incident Command, Crisis Management, and HAZWOPER
  • 3+ years of Midstream equipment and facility experience
  • Strong computer skills, including proficiency in PowerPoint, spreadsheets, word processing, and databases
  • Working knowledge of SAP
  • Experience with Root Cause Analysis methods
