About the role

We are seeking a Software Engineer to support the full Operations and Maintenance (O&M) software lifecycle for mission-critical enterprise applications. This role is responsible for developing, maintaining, testing, and enhancing secure web applications while supporting cloud infrastructure, DevSecOps processes, and modern software development practices. The ideal candidate has experience with ServiceNow development, JavaScript-based web technologies, .NET development, cloud platforms, and enterprise application support within secure government environments. This position works closely with cross-functional teams to deliver scalable, secure, and accessible applications that support mission objectives.

Responsibilities

• Support all phases of the Operations and Maintenance (O&M) software lifecycle, including issue tracking, troubleshooting, software testing, performance testing, and application enhancements
• Develop, maintain, and enhance enterprise applications using JavaScript, jQuery, AJAX, HTML, CSS, Angular, or similar front-end frameworks
• Design and develop applications using .NET MVC and Ruby on Rails technologies
• Develop and maintain ServiceNow applications, workflows, and platform enhancements
• Build and enhance web interfaces using the ServiceNow Service Portal framework
• Utilize Update Sets to manage feature promotion, application deployments, and bug fixes throughout the development lifecycle
• Develop applications that comply with Section 508, WCAG accessibility standards, and organizational usability requirements
• Perform unit testing, system integration testing, user acceptance testing, and performance testing
• Collaborate with stakeholders to analyze customer-specific data, business processes, and HR-related datasets
• Develop reports and analytics using IBM Cognos, Oracle SQL, and related reporting technologies
• Write and optimize Oracle SQL queries and work with XML, HTML, and other structured data formats
• Implement secure software development practices using approved DevSecOps tools and methodologies
• Manage Linux and Windows cloud server environments supporting enterprise applications
• Develop cloud-native automation and infrastructure management solutions using enterprise scripting tools and frameworks
• Support system accreditation activities, including ICD-503 compliance, security documentation, remediation efforts, and evidence collection
• Troubleshoot production issues and implement corrective actions to maintain application reliability and performance

Requirements

• Must be fully cleared with a recent polygraph
• Experience supporting the full Operations and Maintenance (O&M) software lifecycle
• Experience with ServiceNow development and administration
• Experience developing reports using IBM Cognos and IBM SPSS Statistics, including SPSS syntax and report conversion
• Strong Oracle SQL development experience
• Experience with JavaScript, jQuery, AJAX, HTML, CSS, Angular, or similar web development frameworks
• Experience utilizing ServiceNow Update Sets for application lifecycle management
• Experience developing applications using ServiceNow Service Portal
• Experience developing applications that comply with Section 508 and WCAG accessibility standards
• Experience working with customer-specific datasets and understanding enterprise data flow
• Experience performing unit testing, integration testing, user acceptance testing, and performance testing
• Experience implementing DevSecOps principles and secure software development practices
• Experience developing web applications using .NET MVC
• Experience developing applications using Ruby on Rails
• Experience administering Linux and Windows cloud server environments
• Experience managing cloud infrastructure using cloud-native scripting languages and enterprise automation frameworks
• Experience supporting ICD-503 accreditation processes, including security documentation, remediation, and compliance activities
• ServiceNow Certification
• Excellent analytical, troubleshooting, and communication skills

Qualifications

• Experience supporting Human Resources (HR) systems and business processes
• Experience working with large enterprise datasets
• Experience with survey administration and response analysis
• Experience using Tableau, Microsoft Power BI, or other business intelligence and data visualization tools
• Knowledge of Agile software development methodologies and project management principles
• Experience working within the Risk Management Framework (RMF) and Agile development environments
• Experience supporting secure enterprise applications within government or Intelligence Community environments
