Program Strategy & Leadership

You will define and execute the physical security design and sustainment strategy across all assigned ADC clusters. Own the development of standard work and repeatable processes, documented workflows, templates, and proven methods that enable consistent execution across clusters regardless of who performs the work. Establish program-level standards for security system design, installation quality, vendor performance, and lifecycle management. Translate organizational security objectives and government requirements into actionable program roadmaps. Identify long-term risks and opportunities in the physical security infrastructure portfolio; propose solutions that balance compliance, cost, and operational impact. Serve as the single-threaded leader for physical security capital and sustainment programs within the assigned region.

People Leadership & Development

Lead, develop, and manage Security Program Managers and Contracted Security Project Managers across multiple clusters. Set clear expectations, provide regular feedback, and conduct performance evaluations. Build a high-performing team through hiring, onboarding, mentoring, and career development. Develop succession plans and ensure knowledge continuity across the program. Foster a culture of technical rigor, continuous improvement, and customer obsession within the SPM team.

Physical Security Design & Standards

Own the physical security design standards for new data center construction, expansions, and retrofit projects. Ensure Basis of Design products comply with ICD 705, NIST, UL 2050, and applicable contract security specifications. Develop and approve Basis of Design products that establish security requirements and inform site-level design packages produced by SPMs. Drive convergence of physical and electronic security systems into integrated, scalable solutions. Partner with Data Center Engineering and Construction to influence facility design early in the project lifecycle.

Financial & Portfolio Management

Own the security program budget across capital projects, preventative maintenance, and break/fix sustainment contracts. Develop and deliver accurate financial forecasts aligned to organizational planning cycles. Track portfolio-level spend-to-plan variance, identify risks early, and recommend corrective actions. Partner with Finance and Procurement on contract strategy, vendor negotiations, and budget reviews. Ensure SPMs effectively manage project-level budgets, purchase orders, and invoice reconciliation.

Vendor & Contract Strategy

Define vendor performance standards and contract requirements for security system installation and sustainment. Oversee vendor selection, RFP/RFQ processes, and contract execution at the program level. Monitor portfolio-wide vendor performance against SLAs; drive accountability and escalate systemic issues. Manage preventative maintenance and break/fix contract strategy to maximize system uptime and compliance. Partner with Procurement on new contract vehicles, renewals, amendments, and multi-year sustainment agreements.

Government Customer & Compliance Engagement

Engage with government customer security organizations on physical security design approvals, accreditation requirements, and compliance matters at the program level. Interpret and implement evolving government security requirements across the physical security program. Support cluster-level audits, inspections, and accreditation activities with program-level expertise and documentation. Coordinate with Industrial Security on security system compliance and workforce requirements for cleared project work.

Stakeholder Communication & Reporting

Provide regular program health readouts to senior leadership including status, risk, and investment recommendations. Represent the physical security program in cross-functional forums with Construction, Operations, and Design Engineering. Write and deliver program strategy documents, investment narratives, and compliance reports. Maintain clear communication channels with SPMs, ensuring timely flow of requirements, standards, and decisions.

Process Improvement & Standardization

Streamline security program processes to reduce complexity, eliminate redundancy, and create predictable project delivery paths. Develop and maintain program-level Standard Operating Procedures (SOPs), templates, and playbooks that standardize SPM workflows. Scale best practices from individual clusters to program-wide adoption. Drive continuous improvement informed by project data, audit findings, vendor performance, and government feedback.
