Sr Real Property Appraiser

Exempt position with a hiring range of $69,389.00 - $104,083.00. Pay rates are based on education, skill, experience level, internal equity, and an assessment of the applicant’s salary history and qualifications in comparison to the market rate and job requirements.

About the role

The Mecklenburg County Assessor’s Office provides valuation, audit, assessment, and appeal services for a diverse population. This senior-level position is responsible for the most complex commercial or residential appraisals, including defending ad valorem values before the Board and the NC Property Tax Commission. Incumbents will assist in training and guiding staff while applying appraisal rules and regulations.

Responsibilities

• Analyzes and interprets data such as construction costs, market comparisons, and income-producing potential, including reviews of complex income and expense statements, leases, depreciation, and property sales.
• Designs, performs, analyzes, interprets, and documents appraisal studies for varied and complex property types, including financial, investment, and cost data from multiple sources.
• Prepares full narrative appraisal reports and presents oral presentations at hearing boards in support of appraised values, conforming to Appraisal Standards Board standards.
• Explains appraised values to citizens, professional tax representatives, attorneys, and private appraisers.
• Receives and analyzes property valuation appeals, prepares testimony, and presents evidence to the County Board of Equalization, State Board of Assessment Appeals, County Commissioners, and District Court.
• Performs reviews of property classes to ensure assessment uniformity as verified by state audit.
• Researches and collects data for database inventories on new construction, cuts/combinations, and demolitions.
• Prepares reports using statistical methodologies and software per Appraisal Standards Board guidelines.
• Assists taxpayers and other agencies in obtaining real estate information and explains appraisal methods, statutes, and procedures.

Requirements

• Four years of commercial or residential appraisal experience.
• Bachelor’s Degree in a related field.
• Valid North Carolina or South Carolina Driver’s License.
• Must obtain and maintain a valid Mecklenburg County Vehicle Operator’s Permit.
• Certification with the North Carolina Department of Revenue as a County Real Property Appraiser within 1 year of hire (requires passing scores on two 30-hour courses: NC Property Tax Listing and IAAO Course 101).
• Certification must be maintained by completing 30 additional hours of coursework/training every two years as required by the North Carolina Department of Revenue.

Preferred Qualifications

• Mass appraisal experience.
• Candidacy for RES, AAS, CEA, or SRA certifications.
• Additional years of experience.
