Sr. Purchasing Specialist
This position is part-time telework and may require at least three days of in-person attendance per week at the assigned office or project in Houston, TX.
About the Role
Bechtel’s Manufacturing & Technology (M&T) Business Unit is designing and building an Active Pharmaceutical Ingredient (API) Manufacturing Facility located at Generation Park in Houston, TX. M&T serves customers in the semiconductor, datacenter, life sciences, and electric vehicle markets, striving to exceed customer objectives through agility, innovative technologies, and world-class talent.
Responsibilities
- Develop and prepare project master purchasing pro-forma forms, including legal and commercial terms and conditions, by reviewing prime contract requirements.
- Prepare, maintain, and monitor project bidder’s lists, ensuring input from all procurement functions and other operational groups.
- Form, issue, and administer purchase orders.
- Participate in negotiations for purchase commitments following review and approval of the proposed negotiating plan.
- Ensure compliance with purchase order requirements and achieve required service to meet project needs.
- Lead the development of purchasing procedures, planning, and forecasting of purchasing staff.
- Provide early warning to project management of supplier deficiencies or schedule slippage.
- Interpret schedules to ensure they are realistic, activities occur on time, and interface between activities is maintained.
Requirements
- Bachelor’s degree (or international equivalent) and 5-8 years of relevant experience, or 9-12 years of relevant work experience.
- Advanced knowledge and experience in the formation and administration of purchase orders.
- Proficiency in all phases of procurement, including bidder prequalification, preparation of bidders’ lists, bid requests, negotiation of terms, and award of commitments.
- Knowledge of the Uniform Commercial Code or applicable commercial legislation.
- Experience in commitment administration, monitoring supplier performance, back-charge procedures, and resolution of claims and disputes.
- Good understanding of equipment and material fabrication steps and methods.
- Strong communication skills, both oral and written, with the ability to work effectively with other project functional groups.
- Knowledge and experience using the Digital Supply Chain System, Engineering tools, and other project data systems.
