This position supports a USPTO firm-fixed-price task order securing the agency's AI and data environment through program leadership, Agile delivery, and cybersecurity modernization.

Responsibilities

Leads multidisciplinary security, AI, DevSecOps, governance, and QA teams while serving as the primary delivery lead responsible for scope, schedule, cost, quality, risk, and customer satisfaction.

• Lead overall program execution and FFP delivery
• Manage security, AI, DevSecOps, governance, and QA teams
• Serve as primary interface with USPTO leadership and stakeholders
• Lead Agile ceremonies, sprint reviews, release planning, and executive briefings
• Manage scope, schedule, staffing, risks, and financial performance
• Prepare status reports, staffing plans, and risk registers
• Support contract compliance, onboarding, transition, SOPs, and knowledge transfer

Requirements

• Bachelor's degree or equivalent experience
• Experience managing Federal IT delivery programs
• Experience leading AI, cybersecurity, and DevSecOps teams
• Knowledge of PMBOK, Agile, Scrum, Kanban, and risk management
• Executive reporting and stakeholder communication experience
• Ability to obtain and maintain a Public Trust clearance

Qualifications

• PMP, CSM, PMI-ACP, or SAFe certification
• USPTO or BOSS/PTACTS experience
• Experience managing FFP Federal contracts
• Knowledge of FISMA, NIST, ATO, and DevSecOps

Salary $160,000

Schedule

Hybrid - Alexandria, VA, with 0-10% travel required
