About the role

This position within the Program Delivery Office is responsible for undertaking engineering assignments of significant complexity in size and scope. The Senior Project Engineer provides technical support and direction for engineering and quality assurance activities, including design review and implementation, inspection plans, program/project development, and continuous improvement approaches to align with SEPTA's mission, values, and goals.

The role will manage Utility Coordination for design and construction projects within the Trolley Modernization Program and support other projects as assigned. The Senior Project Engineer must have an extensive background in engineering and construction principles, business practices, and the ability to communicate effectively in executive, non-technical environments.

Responsibilities

• Consult with managerial level as necessary in project/program definition.
• Exercise proper judgment in application of advanced engineering and quality assurance principles.
• Assist in preparation of budgets for proposed projects/programs and work to be contracted to a third party.
• Demonstrate effective technical writing skills.
• Provide highly specialized technical expertise in support of project/program activities.
• Assist manager on request in furtherance of his/her duties.
• Comply with all Authority and departmental safety and security policies and procedures, report any safety concerns, and promote the safety of others.
• Consult with Project Manager in project definition (scope and objectives) and determination of project/program feasibility.
• Prepare budgets, schedules, program and force account plans for proposed projects.
• Prepare Requests for Proposals, manage consultant contracts, and coordinate design concepts and reviews with Operations departments.
• Represent the Authority with special interest groups and/or local communities, and present designs at public meetings.
• Assist Project Manager during the procurement and/or construction stage of a project, including project management, construction management, and coordination with governmental agencies and SEPTA’s Operating departments.
• Direct Project Engineers/Architects, manage projects, determine resources, and maintain budget and schedules.
• Supervise, coordinate, and review the work of a small team of engineers and construction inspectors, estimate manpower needs, and schedule and assign work to meet deadlines.
• Consult with supervisors concerning unusual problems, developments, contractual and policy matters.
• Train Project Engineers/Architects in project management duties and Senior Construction Inspectors and Senior Field Engineers in project supervision.
• Make decisions independently regarding engineering problems and construction methods.
• Perform other duties as assigned.

Requirements

• Bachelor of Science Degree in relevant engineering field (e.g., Civil, Mechanical, Electrical, Environmental) or Bachelor of Architecture.
• Seven (7) years of proven relevant engineering experience required.
• Excellent verbal and written communication skills; ability to communicate effectively in a professional manner with all levels of personnel, including outside agency personnel.
• Understanding of construction project management techniques.
• Willingness to work evenings and nights as required to attend meetings and complete project work.
• Valid driver’s license required.
• Proficiency in CAD preferred.
• Familiarity with various types of engineering software preferred.
• Master's degree or PMP preferred.

Pay

Up to $116,428 annually, with an additional $5,000 salary increase for those with a PE/RA License.
