About the role

Amtrak’s Sr Project Director will plan and direct project work supporting the $16+ Billion Hudson Tunnel Program. This position ensures projects deliver high-quality assets safely and effectively, while staying within approved scope, schedule, and budget. The Senior Project Director oversees commercial activities, including procurement, contract management, and material procurement for Amtrak force account work. The role involves managing direct reports and matrixed teams, conducting analytical reporting to senior staff and stakeholders, and coordinating with multiple agencies, partners, and stakeholders to advance Amtrak’s mission.

Responsibilities

• Provides executive oversight to all aspects of the commercial management function for the Hudson Tunnel Program.
• Manages day-to-day and long-term commercial matters involving multiple partners, contractors, subcontractors, and subconsultants.
• Oversees commercial interactions with contractors, subcontractors, and consultants, including review of payments, back-charges, and liquidated damages.
• Interprets contract language to guide the project team in managing risks, rights, and responsibilities.
• Oversees change and claim preparation, management, and resolution, collaborating with program teams and legal representatives.
• Leads dispute resolution hearings and alternative resolution methods.
• Oversees project changes, claim reporting, and provides updates to Program leadership and funding partners.
• Manages procurement of materials to support Amtrak force account work.
• Ensures accurate training and utilization of approved systems for project document control and reporting.
• Performs regular project reviews and monitors job risks and change management against key performance indicators (KPIs).
• Prepares action plans for resolving timely payment for change orders and work performed.
• Coordinates with outside counsel and third-party consultants for claim and change resolution.
• Supports Executive status review meetings, Governance, and Change Control Boards.
• Conducts outreach and collaboration with Amtrak departments, federal and state agencies, transit authorities, and other stakeholders.

Requirements

• Bachelor’s degree required or equivalent combination of training, education, and relevant experience.
• 13 years of prior relevant experience.

Preferred Qualifications

• 15 years of relevant work experience.
• 13+ years of experience supporting engineering and construction projects, commercial contract management, subcontractor administration, and procurement.
• 10+ years of experience managing a team.
• Master’s degree in business or policy with an emphasis on quantitative, financial, or economic analysis.
• Five or more years of planning and analysis experience within the railroad and/or transportation industry.
• Broad understanding of the construction industry and contract language related to engineering, procurement, construction management, rail, and/or transportation.
• Experience developing and negotiating contract terms for services, construction, engineering, materials, equipment, and the rail industry.
• Experience creating contract packages and interfacing with multiple disciplines.
• Experience with government contracts and agencies such as the Federal Railroad Administration (FRA), Federal Transit Administration (FTA), and Department of Transportation.
• Certified Commercial Contracts Manager (CCCM) or Program Management Professional (PMP) certification.

Skills

• Extensive experience managing complex heavy civil and/or rail projects in multiple delivery models (DBB, DB, CMAR, Delivery Partner).
• Strong project and program management skills with a focus on collaboration, team building, and customer service.
• Executive-level proficiency in project management core competencies: scope, schedule, budget, risk, quality, integration, resource management, prioritization, continuous improvement, and communications.
• Executive-level oral and written communication skills for internal and external stakeholders.
• Ability to organize and present executive, board, and congressional-level reports and proposals.
• Understanding of contract terms for various delivery models and ability to identify risks and opportunities.
• Extensive knowledge of construction contracting, including contract terms, notices, change orders, disputes, and claims.
• Proven ability to manage project budgets, monitor financial performance, and protect project funds from unfounded claims.
• Executive-level interpersonal skills to build and maintain relationships with project partners and senior officers.
• Aptitude for managing difficult discussions in high-pressure environments.
• Demonstrated experience managing staff, contractors, and cross-functional teams in multiple locations.
• Ability to work collaboratively while challenging conventional practices and incorporating new approaches.
• Knowledge of advanced principles of project management, construction management, program development, and administration.
• Understanding of passenger railroad systems design, construction, operations, maintenance, safety, and emergency response.
• Familiarity with applicable local, state, and federal laws governing passenger railroad capital improvement projects.
• Knowledge of project delivery, engineering, and maintenance roles and responsibilities.
• Understanding of railroad systems, including track, structures, communications, signals, electric traction, and track usage procedures.
• Knowledge of capital and operating budget preparation and administration.
• Experience with contract negotiation and administration.
• Awareness of social, political, and environmental issues influencing capital programs.

Work Environment

• Willingness to travel approximately 25-50% based on business requirements.
• Combination of office building and jobsite environment.

Pay

The salary range for this position is $187,500.00 – $242,892.00. Pay is based on factors including education, work experience, and certifications. Amtrak may offer additional incentives, such as a short-term bonus based on individual and company performance, and may apply a geo-pay differential depending on the assigned worksite or location.
