Job Summary
Amtrak is transforming New York Penn Station through a multibillion-dollar public-private partnership. The Sr Construction Specialists play a crucial role in supporting, overseeing, and managing construction projects from conception to completion.
Essential Functions
- Support capital construction efforts by providing technical support to contractors, force account, and supervision.
- Ensure projects are executed in accordance with agreed-upon scope, costs, and schedule.
- Evaluate, select, and apply standard construction engineering techniques, procedures, and criteria.
- Communicate effectively with various stakeholders, applying knowledge of applicable laws and guidelines.
- Review and prepare potential change notices for submission to the Program Manager.
- Coordinate with contractors to ensure adherence to Site Specific Safety Work Plans.
- Coordinate track and ET outages, prepare outage plans, and interact with Amtrak personnel leadership for resource planning.
- Assist in assessing project feasibility and determining scope requirements.
- Coordinate contractor work, including engineers, technicians, and other personnel.
- Maintain knowledge of applicable codes and standards and monitor project production metrics.
- Provide weekly updates on project status and formal monthly reports to the Program Manager.
- Coordinate the preparation and revision of technical work procedures.
- Analyze and recommend solutions to problems with varying complexity.
- Organize and prioritize projects and tasks, meeting deadlines.
- Attend progress meetings and report on project status.

- Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
- Demonstrated ability to manage multiple priorities under tight constraints.
- Strategic and tactical skills for planning and executing complex project work.
- Strong leadership skills, including effective communication, motivation, and team building.
- Strong safety focus.
- Experience using PC-based word processing, spreadsheet, and presentation software.
- Excellent written and verbal communication skills.
- Ability to work effectively with internal and external stakeholders.
- Meet expectations on attendance and punctuality.
- Valid driver’s license.
Minimum Qualifications
- Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
- 3 years relevant experience required.
Preferred Qualifications
- Bachelor’s degree in Construction Management or related field preferred.
- 6 years of relevant experience preferred.
- Certified Construction Management (CCM) or Project Management Professional (PMP) certification.
- Demonstrated construction experience.
Work Environment
- 5 days in the office.
- Office location: 1 Penn in NYC.
- Work nights or weekends as needed for the project.

Salary Range
$78,600.00 – $101,844.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc.
