Sr Project Controls Analyst

About the role

This position supports the Remediation and Technical Services contracts for the Department of War/Defense and the EPA. Projects include remediation in accordance with CERCLA superfund processes, and laboratory and sampling support.

Responsibilities

  • Perform tasks associated with both Cost Management/Control and CPM Scheduling.
  • Includes in-depth knowledge and leadership of Risk/Contingency Management, and Earned Value Management.
  • Develop an expert level of proficiency with Microsoft Excel/Power BI data management techniques.
  • Perform Daily Weekly/Monthly Statusing of Project Cost Reports as required by contract.
  • Perform periodic project job site audits, surveillances, etc. as required.
  • Reconcile budget vs. actual variances and identify drivers.
  • Support/Produce Client Invoicing per the contract.
  • Performing/Reporting monthly cash and billing forecasts.
  • Use of Microsoft Power BI to create graphical dashboards of excel data for use in management presentations or project specific data management and visualization solutions.
  • Provide Professional recommendations and/or implementation of correct actions.
  • Manage Financial aspects at the program level.
  • Manage Risk Register, identifying potential project risks and developing mitigation strategies.
  • Coordinate with project managers and other team members to ensure accurate and timely reporting of project status and performance metrics.
  • Establish and maintain project documentation and records, ensuring compliance with company policies and regulatory requirements.
  • Negotiate contracts and agreements with vendors, subcontractors, and other external parties to secure the necessary periodic reporting data for cost status and forecasting.
  • Interface directly in CPM schedule software to extract data, perform routine updating/progressing tasks, and create basic project schedules.

Requirements

  • Demonstrated ability to use technical concepts and industry standard project management tools and techniques to effectively coordinate project control activities and functions to creatively and effectively solve complex problems and identify correlated data to inform decision making.
  • Strong written and verbal communication skills.
  • Strong attention to detail and accuracy.
  • Able to maintain a high level of confidentiality.
  • AACE and/or PMI Certification.
  • Understanding of the basic grammar/concepts of multiple professional disciplines and can work across discipline siloed teams to solve complex interrelated problems.
  • Able to visualize and articulate solutions to work across discipline teams and lead them to successful implementation.
  • Willingness/Confidence to lead and mentor junior staff.
  • Understanding of various contract structures Fixed Price, Unit Price, Cost Reimbursable and the implications that these structures have on project cost and revenue.
  • Understanding of the fundamental concepts of accrual basis and double entry accounting.
  • Familiarity with government contract reporting and FAR standards.
  • Familiarity with Davis Bacon/Service Contract act and prevailing wages.
  • Proficient in Microsoft Office, especially Excel.
  • Familiarity with Power BI Data and extraction of datasets, and dashboard creation.
  • Proficient working in JD Edwards or other ERP Systems.
  • Proficient Primavera P6 or Microsoft Project CPM scheduling software.
  • Communicating and interpreting project cost data to executive leadership of the organization and with Senior external leadership.

Qualifications

  • Prior Experience with federal government contracting is preferred.
  • Advanced Proficiency in Microsoft Excel is required.
  • Proficiency in Primavera P6, including hands-on scheduling and maintenance, is desirable.
