We are seeking a Senior Program Officer II to oversee technical, programmatic, and administrative aspects of Attendance as a Vital Sign (AVS), a cross-sector national program focused on the health and social drivers of chronic absence. This role helps state and local-level actors improve the conditions for local success.
Responsibilities
- Oversee and act as technical expert for AVS independently, including envisioning, designing, and initiating new program activities aligned with larger program goals.
- Produce and edit documents, work plans, reports, and presentations.
- Lead budget development, resource allocation, and staffing decisions to meet program goals.
- Facilitate effective communication and collaboration between program, finance, and administrative teams.
- Model frequent, open communication with program team members across all locations (remote, onsite, and offsite domestically).
- Lead engagement with internal and external partners and ensure adherence to JHU and donor rules, regulations, and policies.
- Use data to inform strategies, work plans, and program direction, and implement tools and processes to ensure excellence in programs and deliverables.
- Design and manage effective team structures to meet AVS goals, including supervising, coaching, and mentoring staff.
- Conduct regular (at least quarterly) check-ins and annual performance reviews with all supervisees.
- Identify and recommend professional development opportunities for supervisees.
- Oversee high-level strategy design and implementation independently, and build staff capacity in technical work (e.g., strategies, toolkits, communication materials).
- Generate and envision new activities, frameworks, and strategies that further AVS goals.
- Develop and model tools, processes, and best practices to ensure high-quality products and documents.
- Provide feedback on work quality, including addressing errors, omissions, or poor-quality products.
- Collaborate with AVS faculty to strategically plan research, monitoring, and evaluation activities.
- Lead district-level technical assistance, including trainings, workshops, and program support.
- Demonstrate technical expertise in relevant areas (e.g., student information systems, evidence-based practices in school attendance, health) and build capacity in others.
- Deliver high-level technical communication, including writing reports, creating presentations, and facilitating trainings or discussions.
- Initiate and lead center-wide initiatives (e.g., brown bags, communities of practice).
- Lead proposal development (technical, budget, coordination) and strategic partnership development.
- Cultivate donor relationships and represent JHU at external meetings and events (e.g., delivering presentations, networking, relationship-building).
- Collaborate with other programs across JHU and address strategic factors impacting AVS.
- Proactively seek opportunities to expand leadership and management skills, including completing at least two JHU training courses related to job duties per year.
- For supervisors, complete HR’s recommended core courses in the JHU Supervisory Training Program within two years of taking on supervisory duties.
- Request or initiate quarterly check-in meetings with supervisor to assess performance and establish professional goals.
- Identify opportunities for bringing new skills into AVS, including attending JHU courses, seminars, conferences, or external trainings.
Requirements
- Master’s Degree in a related field.
- Six years of related program management experience in public health or medicine.
- Additional education may substitute for required experience, as permitted by the JHU equivalency formula.
Preferred Qualifications
- Leadership in a relevant technical area.
- Management expertise.
Pay
$89,585 - $156,725 annually (commensurate with experience).
Schedule
Monday to Friday: 8:30 AM – 5:00 PM.
