About the role

We are seeking a Program Manager III to lead expansion strategy for our Rural Super Rural Plus (RSR+) program within R2L. In this role, you will own strategic expansion planning end-to-end — evaluating and prioritizing opportunities, building the roadmaps that guide the program's long-term growth, and driving expansion initiatives from intake through execution within a defined program lifecycle. This position requires a self-directed operator who can navigate ambiguity with autonomy, deep dive across a wide range of functional domains, and communicate with impact at every level — up to VP-level leadership.

Responsibilities

  • Own strategic expansion planning for the RSR+ program, including evaluation, prioritization, and development/maintenance of expansion roadmaps that guide the program's long-term growth trajectory.
  • Run the program's intake-to-launch lifecycle, moving initiatives from prioritized intake through scoping and tollgate reviews to launch.
  • Scope and drive expansion initiatives across strategic programs, translating ambiguous opportunities into structured, executable plans.
  • Partner with Network Design to validate and align expansion priorities with network capacity and infrastructure realities.
  • Coordinate across cross-functional stakeholders — design, selection, supply chain, capacity, operations, optimization, and quality — operating within a defined RACI to remove blockers and drive decisions that keep programs moving forward.
  • Synthesize complex, multi-source inputs into clear, executive-ready narratives and recommendations; communicate expansion strategy, risks, and program status to VP-level leadership through written and verbal business reviews.
  • Identify risks and interdependencies early and drive resolution across stakeholder groups.
  • Conduct capacity feasibility analysis, drive programs through decision gates, and build OP-level business cases that distill months of network-planning complexity into crisp, decision-ready briefs.
  • Connect with stakeholders (Network Design, Selection, Supply Chain, Capacity) to drive clarity and move expansion decisions forward.

Requirements

  • Bachelor's degree
  • 5+ years of program or project management experience
  • Experience owning program strategy, end-to-end delivery, and communicating results to senior leadership
  • Experience defining program requirements and using data and metrics to determine improvements
  • Experience using data and metrics to determine and drive improvements
  • Experience in complex problem solving, and working in a tight schedule environment

Qualifications

  • Master's degree, or MBA in business, operations, human resources, adult education, organizational development, instructional design or related field
  • 2+ years of driving process improvements experience
  • Experience working cross functionally with non-tech teams
  • Knowledge of general AI tools

Benefits

  • Sign-on payments
  • Restricted stock units (RSUs)
  • Comprehensive health insurance (medical, dental, vision, prescription, Basic Life & AD&D insurance, option for Supplemental life plans, EAP, Mental Health Support, Medical Advice Line, Flexible Spending Accounts, Adoption and Surrogacy Reimbursement coverage)
  • 401(k) matching
  • Paid time off
  • Parental leave

Pay

  • Nashville, TN: $104,100 – $155,400 USD annually
  • Bellevue, WA: $115,600 – $160,000 USD annually
  • Final compensation based on experience, qualifications, and location; includes sign-on payments and RSUs.
