About the role

Continental Electronics Corporation (CEC) is a leading provider of RF technologies and innovative solutions with 80 years of proven performance. The Senior Program Manager is responsible for leading complex technical, manufacturing, and/or government programs from contract award through successful completion. This role serves as the primary customer-facing program leader and is accountable for program scope, schedule, budget, deliverables, risk management, subcontractor coordination, and cross-functional execution. The ideal candidate is a forward-thinking, results-oriented program leader who can operate effectively in a complex technical and customer-facing environment.

Responsibilities

  • Lead the establishment of a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
  • Serve as the primary communication bridge between CEC, customers, subcontractors, and internal program teams.
  • Lead the execution of complex technical, manufacturing, and/or government programs from contract award through delivery, acceptance, and closeout.
  • Own program scope, schedule, budget, risks, deliverables, customer actions, and internal execution priorities.
  • Lead the development, management, tracking, review, and delivery of customer deliverables, including Contract Data Requirements List (CDRL) items, technical reports, plans, procedures, test documentation, status reports, and other contractually required documentation.
  • Establish and maintain program schedules, action item trackers, risk registers, deliverable trackers, and customer communication logs to ensure clear ownership and timely execution.
  • Lead proposal development activities including coordination of internal inputs, execution strategy, schedule development, basis of estimate support, risk identification, and review of customer requirements.
  • Lead program reviews and prepare written reports for management and/or customer on status and actions necessary for the successful completion of a program.
  • Participate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Lead cross-functional coordination with Product Engineering, Manufacturing, and support group managers regarding their responsibilities to ensure program requirements are understood and executed.
  • Lead coordination with stakeholders, including customers, subcontractors, and partners, to ensure clear understanding of requirements, expectations, schedules, and deliverables.
  • Report any quality problems or defects for corrective action to be implemented and to avoid problem recurrence.

Qualifications

  • Bachelor's degree in business, finance, project management, engineering, or related field.
  • 8+ years of relevant experience in Program Management, project management, engineering coordination, manufacturing programs, defense programs, or other complex technical environments.
  • Strong understanding of government contract execution, including statements of work, specifications, CDRLs, customer reviews, formal deliverables, contractual milestones, and change management.
  • Strong organizational and leadership skills with the ability to manage competing priorities, customer-driven actions, schedule pressure, and multiple program deliverables.
  • Ability to drive accountability across internal teams and external partners while maintaining strong working relationships.
  • Managing contracts and subcontracts with various types and complexities, including military and government contracts.
  • Prior proposal support experience to include supporting responses to RFPs or RFIs as well as participating in cost estimating.
  • Excellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environment.
  • Strong written and verbal communication skills, including the ability to prepare customer correspondence, meeting minutes, program reports, executive summaries, technical status updates, and management briefings.
  • Strong business judgment with the ability to balance customer satisfaction, contractual obligations, technical execution, schedule performance, financial performance, and company risk.
  • Selected candidates must be able to obtain and maintain a Secret security clearance issued by the U.S. Government throughout the course of their employment.

Desired Qualifications

  • Experience leading U.S. Government, Department of Defense, Navy, prime contractor, or similar defense customer programs is strongly preferred.
  • PMP certification.
  • Proficiency in data and program management tools such as Jira and Microsoft Project.

Pay

Pay may range from $140,000 to $170,000 annually. The pay range above represents annual base salary only. Final compensation will be determined based on factors such as your job level, geographic location, date of hire, experience, job-related knowledge and skills, and education in conjunction with market and business considerations.
