Sr. Manager, Enterprise and Applications (IT)

About the Role

This position provides senior leadership to the enterprise and operational applications teams within the Information Technology (IT) division. Responsibilities include developing and mentoring managers, providing overall direction and prioritization for projects and budget, and engaging teams to ensure resource allocations align with the company’s mission. The role manages project relationships with functional departments and aids in prioritizing IT involvement with external needs.

Responsibilities

  • Accountable for overall direction, coordination, implementation, delivery, control, and completion of all application development, configuration, and maintenance activities.
  • Establish initiatives and manage objectives aligned with Chugach’s overall strategic goals.
  • Prepare and present capital and operating budgets relating to the division and contracts.
  • Prepare and administer employee performance reviews; plan for staffing, training, and development of department personnel.
  • Develop, execute, and document Information Technology (IT) general controls.
  • Evaluate project performance and overall effectiveness by developing, monitoring, and reporting metrics.
  • Ensure adherence to company policy and regulatory compliance.
  • Participate in overall budget preparation with the management team to identify yearly objectives, action plans, and special projects affecting budgetary needs.
  • Develop, establish, and enforce standards for integrated work plans, project estimates, resource plans, budgets, and status reports to effectively manage the IT portfolio.
  • Participate in contract negotiations for assigned software applications and initiatives; make recommendations for approval.
  • Prepare and deliver reports to leadership and the Board of Directors.

    • Bargaining Unit Representatives: Exchange information and develop relationships relative to assigned duties.
    • State and Federal Agencies: Exchange information.
    • Other Utilities: Coordinate with, provide, and exchange information.

  • Knowledge of Agentic AI solutions to manage, perform, and complete application development activities.
  • Ability to conduct risk assessments and develop plans for eliminating or mitigating identified risks.
  • Ability to manage customer and vendor relationships, build consensus, and resolve conflicts in challenging project environments.
  • Understanding of regulated utility accounting procedures, budgeting processes, forecasting, and strict financial controls.
  • Advanced knowledge of Microsoft Office applications.
  • Effective written and oral communication skills.

Supervisory Responsibility

This position has supervisory responsibility for the Application Manager and Data and Analytics Manager.

Work Environment

Work is performed in a standard office environment. Some evening and weekend work may be required occasionally. Occasional air travel is required. Attendance at Board of Directors’ meetings and conferences outside of the state may be required.

Requirements

  • Bachelor's degree in Computer Science, Management Information Systems, or a related field (required).
  • Project Management Professional (PMP) certification (preferred).
  • Eight (8) years of experience, including supervisory and program management, in a similarly complex role within a technology environment.

Additional professional experience in a similarly complex role or related field may be substituted for the required education on a year-for-year basis.
