Sr. Field Construction Supervisor

Location: Little Rock, AR – Electric Grid Services (casual part-time, non-exempt)

About the role

The Construction Field Supervisor reports to the Utility Construction Manager and is engaged throughout the construction phase of substation and transmission-line projects, from initiation through final commissioning and closeout. Project scopes vary, so the supervisor’s specific duties will shift accordingly.

Responsibilities

• Participate in project teams to develop scope, cost estimates, and schedules
• Conduct on-site field and scope visits
• Assist in developing critical-path schedules and detailed construction plans, including outage requirements for new facilities
• Help prepare construction contract bid packages; review responses and participate in vendor selection
• Attend pre-bid meetings with contractors
• Participate in design constructability reviews
• Ensure contractors comply with Utility-mandated safety training
• Coordinate with survey and soil-boring crews as needed
• Verify all necessary ROW and environmental permits are in place before construction begins
• Lead Contractor Pre-Construction/Safety Kickoff meetings to outline expectations
• Ensure contractors inventory all material delivered to site; work with design engineers to address deficiencies
• Conduct tailboard conferences, develop/review JSAs, perform hazard observations, and monitor contractor crew members for Substation Awareness training, skills, and fitness
• Monitor and report theft or illegal activity
• Ensure contractor activities do not compromise system reliability
• Verify field quality meets Utility standards and that work is maintainable by Grid Operations
• Protect the Utility’s environmental position; coordinate with Environmental Contractors on oil sampling/removal, spills, storm-water management, SWMPP, and SPCC compliance
• Identify and address project safety hazards and environmental concerns
• Monitor and report on project construction schedule and cost
• Perform quality-assurance checks during construction
• Ensure SWMS/Asset Data forms and photos are completed for all installed/removed equipment
• Track schedule and progress against requested in-service date
• Ensure excess material is returned to stores and credited to the job; follow the Material Return Process
• Work with Investment Recovery on salvage of conductor; follow the Investment Recovery Process
• Kick off each work day with the construction crew
• Proactively identify and mitigate safety issues
• Assist in crew JSAs and tailboards; discuss daily work activities and material issues
• Ensure permit requirements are adhered to and act as an environmental steward
• Provide input to scopes, estimates, schedules, and constructability meetings
• Coordinate material deliveries and landowner access
• Perform QA/QC activities on all project phases
• Log construction progress and maintain field notes
• Ensure as-built documentation complies with Utility Company Standards

Qualifications

• Ten to fifteen years’ experience in Electric Utility Transmission or Distribution
• Ability to interpret and cite OSHA regulations and provide guidance to construction crews and management

Working Conditions

• Primarily at project construction sites within the Utility’s service area (occasional travel to other service areas)
• Worksites include electric substations, transmission, and distribution lines
• Interaction with team members, supervisors, and client personnel
• Must wear required safety equipment
• May visit multiple job sites in a day; exposure to varying climate conditions

Physical Requirements

• Ability to lift and carry up to 20 pounds
• Clear speech and hearing (or other communication capabilities) for effective communication
• Ability to sit for prolonged periods
• Sufficient vision or observation powers for analysis and investigations
• Manual dexterity for routine office duties
• Personal mobility and physical reflexes to perform duties and travel to off-site locations
