This position is part-time telework with at least three days of in-person attendance per week at the Houston, TX office or project site.
About the Project
Port Arthur LNG, LLC (PALNG Ph2) is expanding a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope includes two identical LNG trains, one LNG storage tank, and associated utilities and facilities.
Responsibilities
- Support implementation of Bechtel standard processes and procedures on projects for change management, insurance claims, change order development, claim support, and project forecasting.
- Prepare or supervise the preparation of cost studies utilizing historical data, statistical analysis, and cost and quantity comparisons.
- Develop innovative techniques to meet specific project needs.
- Support cost trend estimates in support of the project change management program.
- Assist in developing unit job hour and pricing data for specific disciplines or specialties.
- Perform data analysis, identify problems, and make recommendations using varied data sets and project/vendor information sources related to change orders and claims.
Requirements
- Bachelor’s degree (or international equivalent) and 8-10 years of relevant experience, or 12-14 years of relevant work experience.
- Experience in cost estimating, forecasting, cost analysis, and data analysis for field and home office items.
- Proficiency with PC operating systems and multiple discipline-specific software applications (e.g., BETK, Ecosys, Primavera, Microsoft Office, PowerBI).
- Experience in supervising and developing large EPC estimates and understanding energy-related historical data and metrics.
- Experience with Earned Value Management and Value of Work Done principles preferred but not required.
- Excellent oral and written communication skills, with experience presenting complex cost analysis, estimates, and forecasts to senior management and clients.
- Knowledge of controller account codes, standard cost code of accounts, and procurement commodity codes.
- Knowledge of engineering, procurement, contracts, construction, and construction management through specialized instruction or practical experience.
