Pacific Pros is seeking a Construction Scheduler III to represent Los Angeles World Airport (LAWA) and develop and maintain detailed construction planning schedules for new construction and renovation work within the Terminal Development & Improvement Program. These schedules may incorporate several scenarios to finalize construction sequencing and contracting plans, covering projects such as Airline Terminal Improvements, Airport Service Improvements, Terminal Development, and Asset Renewal.

This is a full-time, on-site position based in Los Angeles, CA, with an immediate opening in Winter 2024. LAWA requires candidates to be local for this role.

About the Role

As an integral member of an owner’s program and project controls team, you will be directly responsible for scheduling multiple, interdependent large-scale projects (valued at $100M+). You will collaborate with project managers, construction managers, controls discipline leads, and claims staff to monitor, report on, and negotiate issues on assigned projects. Key responsibilities include reviewing designer and contractor-submitted schedules, performing schedule analysis, and providing objective assessments of schedule delays using methods such as Time Impact Analysis.

Responsibilities

  • Review Contractor’s Baseline Construction Schedule for conformance with Plans and Specifications, ensuring proper WBS breakdown, sequencing, critical path, logic ties, and inclusion of all activities, resource loading, etc.
  • Perform and coordinate constructability reviews on Contractor’s Baseline Schedule submittal, identifying missing activities, float sequestering or suppression issues, or other conflicts.
  • Ensure project WBS are properly coded and resource-loaded.
  • Provide written evaluation, comments, and responses on Baseline Schedule submittals.
  • Review Contractor’s Monthly Schedule updates for conformance with plans and specifications, identifying logic changes, inaccurate progress reporting, critical path changes, or other pertinent items.
  • Identify variations from the plan, analyze causes, and report findings.
  • Review construction progress and inspection reports to maintain an accurate “as-built” schedule for evaluating Contractor’s Monthly Schedule updates and Time Impact Analysis (TIA) submittals.
  • Attend weekly construction meetings, monitor 3-Week Look Ahead Schedules for accuracy, and report schedule slippage or other variances.
  • Identify critical path changes or near-critical path changes that could impact project milestones or duration.
  • Provide written responses and approval recommendations for submittals, coordinating schedule comments and corrections with Contractors.
  • Maintain an Owner shadow schedule to track actual construction activity dates and project potential delays or adjustments.
  • Review Time Impact Analysis (TIA) submitted by Contractors, provide written responses, and recommend time extensions as appropriate.
  • Develop mitigation strategies for schedule variances and opportunities.
  • Provide “What if” schedule impact analyses for contemplated additional work or potential re-sequencing of phases.
  • Evaluate and forecast project status against the baseline schedule, assessing milestone impacts and reporting to Management to mitigate overruns and slippage.
  • Support multiple projects, including those in Planning or Design, and maintain a Master Program Schedule.
  • Maintain a master schedule system to track project interfaces impacting electrical airfield systems, mechanical systems, airfield operations, and other aviation-related disciplines.
  • Develop and analyze man-hour resources, equipment resources, and cost-loaded, time-phased schedules.
  • Prepare detailed plans, time-scaled charts, diagrams, and track quantities to measure construction performance.
  • Maintain simplified logic schedules to highlight key interfaces for critical path review.
  • Provide progress reporting documents and briefing materials, developing creative tools to communicate complex project sequencing or progress assessments.
  • Participate in reviews with third-party schedulers and provide written comments.
  • Analyze project milestones and report fiscal impacts and risks to Management.
  • Contribute to advancing goals through collaboration with stakeholders and development of planning and design schedules.
  • Support overlapping project scheduling tasks, issue management, meeting facilitation, document control, and monthly status reporting to the Project Management Team.

Requirements

  • US employment authorization without needing sponsorship.
  • Valid Driver’s License and compliance with Pacific’s Vehicle Policy.
  • Proficiency with Microsoft Office Applications (Word, Excel, PowerPoint, Outlook), SharePoint, and Adobe Acrobat.
  • 3+ references from clients.
  • 10+ years of scheduling experience, with 5+ years in direct support of active construction projects.
  • Demonstrated experience scheduling large-scale, complex projects ($30M–$150M) and managing progress reporting methodologies.
  • Knowledge of Project Management principles and Project Control Cycles.
  • Experience with earned value performance measurement techniques.
  • Understanding of critical path method (CPM) scheduling techniques and ability to prioritize multiple projects concurrently.
  • Ability to track field progress weekly and report Contractor’s performance.
  • Experience developing reporting tools to communicate complex project sequencing or progress assessments.
  • Experience working in a master schedule/sub-project system environment, including programs for determining progress impacts.
  • Capability to report on all levels of project schedules, monitor progress, assess risks, and ensure milestones are met.
  • Experience reviewing third-party design and/or construction schedules and addressing comments.
  • Ability to present project trends, risks, and forecast performance reports to management and recommend mitigation strategies.
  • Experience creating progress reporting documents and communicating technical and non-technical matters to various management levels.
  • Demonstrated success in previous roles, including satisfactory performance, responsibility acceptance, and growth.
  • Ability to interact effectively with various departments to maintain open communication.
  • Proven accuracy, reliability, and completeness in job accomplishment.
  • Self-starter with a results-driven focus and ability to work collaboratively.

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, or a related field (preferred).
  • Planning and Scheduling Professional (PSP) certification (preferred).
  • Aviation experience (preferred).

Skills

  • Mastery of Oracle Primavera P6 Version 8.3 or higher.
  • Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Knowledge of Prolog and other Project Management Systems (preferred).
  • Experience with Adobe Acrobat.
  • Ability to present graphical data related to scheduling.
  • Familiarity with tools such as Schedule Analyzer, MS Project, Claim Digger, etc.

Schedule

This is a full-time, on-site position. Candidates may be required to work past regular shifts or various shifts as needed. The role offers a hybrid/telework schedule per LAWA’s current Pilot Telework Policy, though LAWA requires candidates to be local.
