Responsibilities
- Serve as a frontline escalation resource for ambiguous, cross-team, or higher-risk analysis needs, converting unclear asks into decision-ready requirements and stakeholder-aligned outcomes.
- Expertly gather and translate complex business needs into precise functional specifications, user stories, and comprehensive documentation utilizing diverse elicitation techniques.
- Ensure all deliverables align with project scope and organizational goals and are actionable for technical teams.
- Mentor Business Analysts through lightweight coaching and structured peer review to improve the clarity, completeness, and usability of Business Analyst deliverables, reducing rework and increasing consistency.
- Support onboarding of new Business Analysts by accelerating adoption of team standards, terminology, and expectations.
- Provide operational support to the Business Analyst Supervisor by serving as the first-line resource for Business Analyst questions, deliverable reviews, and issue triage, and by escalating trends and recurring risks with clear recommendations.
- Reinforce an ITSM-aligned governance mindset within Business Analyst work by promoting traceability, decision attribution, disciplined change awareness, and separation of duties through coaching, review, and consistent standards use.
- Maintain clear, concise, and accurate records of work. Communicate effectively, both verbally and in writing, to ensure transparent information flow and mutual understanding across all organizational levels.
- Handle sensitive information with confidentiality and adhere to data protection protocols and agency policies.
- Proactively analyze existing business processes and systems to identify and implement optimization opportunities that drive organizational efficiency and effectiveness.
- Apply process improvement methodologies and modeling tools to visualize workflows, streamline processes, and enhance service delivery.
- Apply strong data literacy skills to analyze datasets, identify key trends, and communicate actionable, data-driven recommendations to both technical and non-technical audiences using data visualization tools.
- Provide insights that inform management decision-making.
- Develop and manage project plans, timelines, and budgets for low-to-medium complexity business analysis initiatives, ensuring on-time and on-budget delivery while proactively mitigating risks.
- Coordinate User Acceptance Testing (UAT) sessions, collaborate with Quality Assurance analysts, and ensure thorough validation of user acceptance criteria and business requirements before system implementation.
- Provide training and support to end-users on new systems, processes, or tools, ensuring smooth adoption and effective utilization, coordinating with the Learning & Development division as appropriate.
- Proactively engage with cross-functional internal teams and external vendors (such as FAST) to ensure alignment, shared success, and the achievement of project and divisional goals.
- Actively participate in and support various Innovation projects and divisional efforts, ensuring direct contribution to broader strategic objectives and transformative goals.
Requirements
- A bachelor’s degree in business administration, information systems, computer science, business analysis, statistics, or a closely related field.
- PLUS, 4 years of professional experience in business analysis, project management, or a related field.
- OR an equivalent combination of education and experience, substituting one year of paraprofessional experience in business analysis, project management, process improvement, or a related field for each year of the required education.
Qualifications
- Advanced degree in business administration, information systems, business analytics, or a related field.
- Certification in business analysis (e.g., CBAP, PMI-PBA, CCBA).
- Proven experience using Lean, Six Sigma, or other process improvement methodologies.
- Experience managing project plans, timelines, and budgets within Agile environments.
- Proficiency with business process modeling tools (e.g., BPMN, UML).
- Experience collaborating with external vendors (such as FAST) on large-scale technology or business transformation projects.
- Strong written and verbal communication skills, with the ability to convey technical information to diverse audiences and facilitate meetings, workshops, and presentations.
- Experience mentoring peers, conducting peer reviews, or supporting team-wide quality and standards initiatives.
