About the Role

Targa Resources Corp., a midstream natural gas company, has an immediate opportunity for a Sr. Environmental Specialist in the Air Projects team. This role focuses on working with commercial, engineering, and operations teams to deliver the company’s business objectives. The position manages air permitting projects from conception through completion and requires strong communication skills to collaborate effectively across the company. It also supports the Corporate Environmental Compliance team in implementing new programs. This role can be located in Houston, Dallas, Tulsa, Oklahoma City, or Midland and reports to the Manager, Air Quality.

Responsibilities

  • Determine permitting mechanisms (Title V and New Source Review) for new projects and complete permitting for new and modified oil and gas facilities.
  • Conduct regulatory analyses to determine how rules apply to new and modified oil and gas facilities.
  • Collaborate directly with engineering, operations, and commercial teams to deliver business objectives.
  • Communicate permitting and regulatory requirements effectively to different levels within the company.
  • Engage with outside organizations on permitting objectives and basis.
  • Manage consultants on air permitting projects, as needed.
  • Serve as an air permitting subject matter expert (SME) in compliance audits and resolve environmental compliance issues.
  • Maintain working knowledge of existing and proposed regulations affecting oil and gas operations through training, lunch-and-learn sessions, and conference attendance.
  • Prepare air emissions calculations and air quality permit applications.
  • Compile and maintain training materials and standard operating procedures related to air emissions calculations and permit applications.
  • Assist with upkeep of air permit information in an environmental management information system.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree is required; B.S. in Engineering, Environmental Science, or a related field (e.g., Chemistry) is preferred.
  • 8+ years of air permitting experience or 5+ years of environmental compliance experience.
  • General understanding of state and federal regulations impacting the oil and gas industry.
  • Strong written and oral communication skills.
  • Ability to organize and work self-sufficiently with minimal direction.
  • Intermediate proficiency in Microsoft Office (Outlook, Word, PowerPoint) and expert-level skills in Microsoft Excel.
  • Legal authorization to work in the U.S. on a full-time basis for anyone other than your current employer.
  • Physical ability to work on plant sites and accompany regulators on plant tours.
  • Ability to travel overnight periodically, as needed.
  • Regular and reliable attendance.

Preferred Qualifications

  • 8+ years of air permitting experience or 10+ years of environmental compliance experience (considered for Sr. level role).
  • Air permitting experience in the oil and gas industry or consulting environment.
  • Air permitting experience in the Midwest region: Kansas, New Mexico, North Dakota, Oklahoma, and Texas.
  • Proficiency in simulation programs such as PROMAX, GRI-GLYCalc, and AMINECalc.
  • Demonstrated effective project management skills.
  • Ability to interface effectively with all levels within the company and external organizations (e.g., regulatory agencies, contractors, consultants).
