About the Role
To establish and drive procurement plans for assigned projects, in alignment with key stakeholders and adherence to Procurement, Corporate Policies, and Sourcing Strategies. Responsible for driving competitive bidding for projects pre-Final Investment Decisions, supplier readiness, and support of several projects in a dynamic environment.
Responsibilities
- Supports the early phases of project sourcing activities by coordinating supplier engagement, managing the RFI/RFQ process, and consolidating preliminary cost estimates to support project budgeting.
- Acts as a key link between engineering, project management, and procurement teams to ensure procurement inputs are available on time for project decision-making and budget validation.
- Sets up and negotiates NDAs as needed.
- Coordinates and manages RFI (Request for Information) and RFP (Request for Proposals) activities for new or upcoming projects.
- Collects and consolidates supplier technical and commercial data to support pre-budget estimates and feasibility studies.
- Collaborates with project managers, engineers, and strategic buyers to align sourcing strategies with project requirements and timelines.
- Maintains accurate tracking of supplier responses, lead times, and preliminary costs in support of project planning.
- Prepares summary reports and cost comparisons to support internal decision-making and budgeting.
- Supports supplier qualification, pre-selection, and on-boarding for upcoming sourcing phases.
- Ensures compliance with procurement policies and documentation standards throughout the pre-purchasing phase.
- Assists in the transition from pre-budget activities to formal sourcing and purchase order stages.
- Supports creation and update of the Procurement Plan per project.
- Supports procurement execution escalation matters, including presenting and driving decisions from the Tallgrass Leadership Team.
- Works closely with suppliers to promote relations and partnerships that optimize their performance and the TCO for Tallgrass.
- Ensures standard terms and conditions and contract templates are maintained and utilized, and supplier offers evaluations are conducted in consideration of legal, risk, and contractor assessments.
- Collaborates with Internal Audit in managing compliance with Tallgrass policies and regulatory requirements.
- Tracks and reports key functional metrics for cost analysis, process review, and benchmarking.
- Collaborates professionally and courteously with team members, departments, and external partners to support company objectives.

Requirements
- Bachelor’s degree from an accredited institution in Engineering or a related discipline.
- A minimum of 5 years of direct work experience in Technical Categories management (Rotating Equipment, Process Equipment, or static equipment, EPC or Engineering services, or other Oil & Gas related categories) may be considered as a substitute for a degree.
- A minimum of 5 years of direct work experience in Project management (Oil & Gas or energy infrastructure related projects) may be considered as a substitute for a degree.
- A minimum of five (5) years of active and direct work experience in Project Procurement.
- Solid knowledge of financial terms and principles.
- Experience with industry-related commodities such as Rotating Equipment, Process Equipment or Static Equipment, or EPC/Engineering services.
- Experience in negotiating contractual terms, conditions, and legal clauses.
- Strong proficiency with Microsoft applications (including but not limited to Word, Excel, Outlook, and PowerPoint).
- Strong reading, listening, and analytical skills, with the ability to identify and resolve complex issues/problems.
- Past experience working on projects from a procurement, project controls, and/or project management perspective preferred.
- Must possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers.

Preferred Qualifications
- One or more of the following certifications: C.P.M., C.P.C.M., C.S.C.P., C.P.S.M., C.P.P.
- Experience using Oracle ERP Cloud software.

Working Conditions
- Required to carry a mobile phone and be available to respond during working and non-working hours.
- Occasional overnight travel and weekend travel may be required.
- May be required to work nights and weekends, or non-traditional work hours as needed.
- Successful candidate will be required to clear a drug screen and a complete background check, including a credit report, after an offer has been extended and prior to being employed.
