About the role
The Specialist, Procurement, plans and implements activities related to the procurement of raw materials, goods, and services. This role involves compiling and analyzing statistical data to determine buying feasibility and establish price objectives, approving and qualifying vendors, obtaining quotes, examining bids, and making awards. The Specialist follows up on all awards through order completion, negotiates with suppliers, and analyzes supplier operations to ensure cost-effectiveness while maintaining quality, reliability, and schedule adherence.
- Review proposals, negotiate prices, select or recommend suppliers, analyze trends, and maintain necessary records.
- Prepare request for proposals (RFP) and bid packages.
- Negotiate and settle supplier disputes regarding damage claims, rejections, losses, returns, over-shipments, cancellations, and engineering changes.
- Follow applicable anti-corruption ethics, laws, and regulations.
This role operates under general supervision and may manage entire projects or processes, including delegating work and reviewing others' output. The Specialist communicates with internal and external contacts, including vendors and customers, to explain and interpret operational processes and procedures. The position requires moderate enhancements to systems and processes to solve problems or improve effectiveness, with a focus on achieving operational targets that impact departmental results.
Requirements
- Bachelor’s Degree and minimum 4 years of prior relevant experience, or Graduate Degree and a minimum of 2 years of prior related experience, or in lieu of a degree, minimum of 8 years of prior related experience.
- Experience purchasing machined parts, electronic components, PCBAs, raw materials, or specialized manufacturing services.
- Strategic sourcing and supplier development.
- Cost analysis and price negotiation.
- APICS (ASCM) or ISM Certified Professional in Supply Management (CPSM) certification (preferred).
- Experience with ERP systems such as Deltek Costpoint, SAP, Oracle, or Microsoft Dynamics.
- Experience working with and managing vendors, expediting purchase orders, and following up on past-due purchase orders.
- Practical knowledge of project management (preferred).
- Experience in defense, ITAR, and Export Administration Regulations (EAR) (preferred).
- U.S. Citizenship required for future Security Clearance eligibility.

Schedule
9/80 schedule: Employees work 9 out of every 14 days—totaling 80 hours worked—and have every other Friday off. This position is 100% onsite in San Leandro, CA.
Pay
The salary range for this role is $71,500 - $132,500. Final offer amount may vary based on experience and geographic location.
