Responsibilities

  • Plans, coordinates, leads, and participates in the maintenance, construction, clean up, and repair of roads, storm drains, sidewalks, curbs, gutters, and related roadway components.
  • Serves as lead worker of a crew on highway construction and maintenance projects.
  • Operates heavy construction equipment in the Bureau of Highways including gradalls and boom mowers.
  • Drives and operates commercial weight, single and tandem-axle vehicles such as dump trucks, bucket trucks, pavers, rollers, backhoes, and front-end loaders.
  • Salts and plows roads during snow emergencies.
  • Inspects grading, alignment, and surface construction and maintenance work for roadways, curbs, gutters, and guardrails to ensure compliance with plans, specifications, and standards.
  • Inspects road cuts and repairs made by utility contractors.
  • Inspects bituminous paving, crack and chip sealing, and sidewalk repair work performed by contractors.
  • Plans and oversees the placement of erosion and sediment control devices.
  • Performs cement finishing, masonry, and/or carpentry duties.
  • Repairs, resurfaces, and rehabilitates roadways.
  • Erects and repairs guard rails and traffic signs.
  • Constructs forms, mixes concrete, and finishes concrete work.
  • Repairs, maintains, and paints buildings, bridges, and other structures.
  • Leads and participates in safety-related training including confined space and trench working conditions and the handling of hazardous materials.
  • Trains others in the operation and maintenance of construction equipment, tools, machinery, and vehicles.
  • Plans and oversees the placement of traffic control devices at work sites.
  • Loads, unloads, or assists in loading and unloading equipment, tools, and materials.
  • Transports crews and/or materials to and from jobs.
  • Maintains records and logs.
  • Trains and assists in the operation of other equipment and vehicles necessary to perform the duties of the position.
  • Performs other related duties as required.

Requirements

  • Certification as a Baltimore County Public Works Technician III in the Bureau of Highways, Department of Public Works.
  • Certification as a Baltimore County Public Works Technician IV in the Bureau of Highways is required at the time of appointment.
  • Possession of a valid driver’s license equivalent to a commercial, class A restricted Maryland driver’s license.
  • Possession of a current Medical Examiner’s Certificate in accordance with Federal Motor Carrier Safety Regulations.

Applicants must submit proof of Certification as a Public Works Technician III in the Bureau of Highways. Copies are acceptable.

Examination Procedure

Qualified applicants will be scheduled for a written examination testing knowledge of:

  • Baltimore County policies and procedures
  • Basic mathematics
  • Gradall and boom mower operations

The written examination will be scheduled during the month of February 2009. Applicants will be placed on the eligible list based on the test score obtained on the written examination. Top-ranked applicants will then be scheduled to take a skills test on the gradall and boom mower at the Public Works Training Academy.

Conditions of Employment

  • Employees in this classification are designated as Emergency/Essential and may be required with little or no notice to work overtime.

Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including bending, stooping, lifting, and carrying heavy objects, and the operation of vehicles, tools, and heavy equipment. Some work requires exposure to potentially hazardous conditions such as standing in traffic, working in trenches, and adverse weather.
