Special Access Program Security Officer (GSSO)

About the role

The AFRL Technology Transition Directorate (AFRL/RR) seeks to hire a senior-level DO-0080-III non-supervisory Security Specialist at Wright-Patterson AFB in Dayton, OH. The incumbent will serve as the lead Government SAP Security Officer (GSSO) for Special Access Programs (SAP) and lead Special Security Representative (SSR) for Sensitive Compartmented Information (SCI) security management activities across the AFRL Technology Transition Office (TTO).

Responsibilities

• Serves as the lead GSSO/SSR, leading a team of GSSOs and SSRs supporting a complex mission with multiple partner organizations and activities, including small business development activities in AFWERX and SpaceWERX, advanced technology development, material acceleration, and rapid fielding activities.
• Must be a leader and self-starter, able to work in a high-paced, complex environment.
• Implements Office of the Secretary of Defense (OSD), Air Staff and HHQ policy and guidance regarding operating standards for special access programs.
• Uses extensive SAP and SCI security experience to address and resolve complex security challenges.
• Provides security management for SCI and SAP information, activities, and facilities.
• Responsible for Physical, Personnel, Information, and Industrial Security, and the Accountability and Control for the protection of SAPs and SCI within the organization.
• Applies DAF, MAJCOM, and AFRL security directives and policies to mission-related conditions and situations.

Qualifications

• United States Citizenship.
• Must be able to obtain and maintain a Top Secret-SCI security clearance and SAP access eligibility.
• Applicants must have at least one (1) year of specialized experience related to the position at the next lower grade IAW the OPM Qualification Standard for Administrative and Management Positions.
• Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices.
• Knowledge of the SAP and intelligence enterprises to support and promote information sharing strategies within the organization and with external mission partners.
• Mastery knowledge of SAP and SCI information security concepts, principles, and practices to analyze and resolve issues.
• Sophisticated understanding and skill in applying broad SAP and SCI security expertise in highly complex and sometimes, ambiguous situations, and interpreting security classification guidance for application to SAP and SCI activities.
• Mastery application of SAP and SCI security policy and practices in Physical, Personnel, Information, Industrial, and Communications Security, and Accountability.
• The incumbent may be subject to random drug testing.
• Position requires acknowledgment of requirement for random CI-scope polygraph examination.

Desired Qualifications

• Five (5) or more years executing SAP/SCI security at the next lower or equal pay grade.
• Ability to lead a team of security specialists, assign tasks, and prioritize requirements and work assignments for the team.
• Previous supervisory experience is highly desired.
• Experience with all Department of the Air Force security programs, conducting security risk and vulnerability assessments, developing and implementing security plans and procedures, develop and deliver security awareness training programs, incident response/gathering evidence and security investigations, personnel security processing and adjudication, counterintelligence principles and practices, and relevant laws and regulations related to privacy and data protection.
• Project Management Skills such as ability to manage security-related projects from inception to completion.
• Technical Skills such as familiarity with security technologies such as SIEM systems, intrusion detection systems, and vulnerability scanners.
