Sourcing Portfolio Manager

About the Role

The Manager, Sourcing Portfolio serves as the primary interface between Power Generation business customers and Procurement, ensuring a high-quality customer experience while delivering strategic sourcing solutions that support operational reliability, financial performance, and long-term business objectives. The Portfolio Manager is accountable for developing and executing sourcing strategies, aligning procurement activities with business priorities, overseeing category performance, and leading strategic sourcing events from opportunity identification through contract execution.

This role leads a team of Category Leaders who, together with the Portfolio Manager, comprise the strategic sourcing organization supporting Power Generation. The team is responsible for achieving operational and financial goals through cost savings, value creation, supplier base optimization, and continuous process improvement. The role provides leadership for Supplier Relationship and Performance Management (SRPM) across Power Generation, driving supplier accountability, strengthening strategic partnerships, and proactively mitigating supply chain risks.

Responsibilities

• Serves as the primary interface between Power Generation and Procurement for sourcing activities.
• Interfaces with customers to develop and refine near-term and long-term sourcing strategic and tactical plans.
• Develops strategic portfolio and category plans to generate cost savings, deliver service excellence, optimize diversity spending, and total cost of ownership for key lines of business.
• Ensures the overall governance of the contract approval process from contract creation through contract award.
• Oversees contract spend across multiple spend categories.
• Develops short and long-term strategies for all spend categories within portfolio.
• Leads complex cross-functional teams in the execution of strategic sourcing initiatives.
• Manages spend analysis, needs assessment, benchmarking, and business case development.
• Leads development and execution of negotiation strategies.
• Monitors and maximizes customer satisfaction using standardized client service level agreements.
• Manages supplier relationship and performance management, including continuous improvement-based relationships that deliver mutually beneficial results.
• Establishes service level agreements to hold suppliers accountable for performance.
• Approves purchase orders and contracts up to millions of dollars.
• Directly supervises Category Leaders.

Requirements

• Bachelor’s degree or equivalent experience (one year of experience for every one year of college).
• 8 years of total sourcing or related industry experience; some positions may require technical/category experience.
• Ability to lead cross-functional teams.
• Ability to identify and resolve problems and implementation barriers.
• Demonstrated leadership and management skills.
• SAP/SRM proficiency (5 years desired).
• Project Management experience (preferred).
• Utility industry experience (5 years preferred).
• 2-3 years of supervisor experience (preferred).

Qualifications

• Master’s degree or MBA (preferred).
• Six Sigma, CPSM, or other related certification (preferred).

Pay

Hourly rate: $80.00 – $90.00.

Department Overview

Power Generation operates and maintains hydroelectric, fossil, solar generation, and battery storage facilities, providing approximately 5,300 megawatts of generating capacity. The department includes over 900 coworkers dedicated to delivering safe, reliable, and cost-effective generation to California in an environmentally responsible manner.

• Hydro facilities: 62 conventional hydro powerhouses, a pumped-storage facility, 98 reservoirs, 168 dams, and more than 200 miles of canals and flumes.
• Natural gas-fired plants: Humboldt Bay Generating Station (Eureka), Colusa Generating Station (Colusa County), and Gateway Generating Station (Antioch).
• Utility-scale solar generation plants and battery energy storage, including the Elkhorn Battery facility at Moss Landing in Monterey County.
