Job Qualifications
- Bachelor's degree in a technical, business, or management discipline.
- 15+ years managing large-scale federal IT programs or application portfolios.
- Experience leading multiple software development or operations teams.
- Experience with Agile, DevSecOps, and modern IT service delivery.
- Strong communication, stakeholder engagement, and leadership skills.
- PMP certification.
- U.S. citizenship and ability to obtain a CBP Background Investigation.

How You'll Make An Impact
Lead portfolio planning, transition, and delivery across assigned applications and services.
Provide leadership and oversight to technical teams, ensuring quality delivery and continuous improvement.
Manage portfolio schedules, backlogs, risks, and dependencies in alignment with BEMSD priorities.
Partner with BEMSD stakeholders, vendor partners, and development teams to coordinate delivery, manage customer expectations, and resolve operational challenges.
Drive service improvements through analysis of business processes, workflows, and technology solutions.
Oversee delivery of projects, enhancements, incidents, and change requests to maintain reliable, high-quality services.
Evaluate technologies and operational approaches to improve performance, resiliency, and efficiency.
Brief BEMSD and GDIT leadership on portfolio performance, risks, priorities, and recommendations.
Preferred Qualifications
- Master's degree in a technical or management discipline.
- Prior DHS—preferably CBP—program experience.
- ITIL certification.
- Experience managing application modernization or transition activities.
- Experience with ServiceNow or similar IT service management (ITSM) platforms.
