Solution Architect - Civilian and Health Market

Responsibilities

  • Lead the design and integration of solutions across a portfolio of federal programs and projects within the C&H OG or Division.
  • Develop reusable C&H reference architectures and solution patterns for digital modernization, cloud, data/AI, cybersecurity, application modernization, and citizen-facing services.
  • Identify common technical and mission challenges across C&H customers and translate them into portfolio-level capabilities and investments.
  • Develop portfolio-level technology roadmaps, modernization strategies, and solution frameworks.
  • Assess and recommend emerging technologies, architectures, and capabilities to improve mission effectiveness and operational efficiency.
  • Engage with federal customers, program managers, and stakeholders to anticipate customer mission needs and shape future solutions.
  • Understand mission priorities, challenges, and future requirements.
  • Support business development, capture, and proposal efforts by shaping technical strategies and solution approaches.
  • Collaborate with portfolio leadership to identify growth opportunities, technology investments, and innovation initiatives.
  • Participate in strategic planning activities to ensure portfolio alignment with customer and organizational goals.
  • Provide technical guidance during solution reviews, technical exchanges, and customer briefings.
  • Translate emerging federal policy, technology trends, and agency mission priorities into actionable portfolio solution strategies and customer engagement opportunities.
  • Architect end-to-end solutions that integrate digital services and application modernization; data platforms, analytics and AI/GenAI; cloud-native and hybrid-cloud architectures; API and data interoperability; automation and intelligent workflows; identity and Zero Trust; health IT and health-data interoperability where applicable; and citizen/customer experience technologies.
  • Ensure solutions comply with federal security, compliance, and enterprise architecture requirements.
  • Conduct technology trade studies, risk assessments, and architecture reviews to support informed decision-making.
  • Develop and maintain solution artifacts including architecture diagrams, implementation plans, technical roadmaps, and integration strategies.
  • Promote interoperability, scalability, resiliency, and maintainability across portfolio solutions.
  • Lead technical solution development for federal opportunities and proposals within the portfolio.
  • Collaborate with capture managers, pricing teams, SMEs, and proposal staff to develop compliant and compelling technical responses.
  • Contribute to technical volumes, executive summaries, staffing approaches, and solution narratives.
  • Define technical discriminators, win themes, and value propositions aligned to customer evaluation criteria.
  • Support proposal reviews, solution validation, and technical risk mitigation activities.
  • Provide technical leadership and mentorship to solution architects, engineers, and project teams across the portfolio.
  • Foster collaboration across programs, business units, operations teams, and enterprise architecture organizations.
  • Lead architecture reviews, technical workshops, and knowledge-sharing initiatives.
  • Drive continuous improvement and innovation within the portfolio.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, Cybersecurity, or related field with 10+ years of relevant experience (or equivalent combination of education and experience).
  • 3+ years of experience working as a Solution Architect leading solutions for federal government opportunities and proposals.
  • Strong understanding of federal IT environments, compliance requirements, and acquisition processes.
  • Experience supporting capture, proposal, and business development activities.
  • Strong communication, collaboration, leadership, and stakeholder engagement skills.
  • Ability to lead cross-functional teams in dynamic, fast-paced environments.
  • Must have ability to obtain and maintain a U. S. Secret Clearance.

Preferred Skills & Certifications

  • Experience architecting and delivering complex federal C&H modernization solutions, including development of portfolio-level reference architectures, technology roadmaps, and reusable solution patterns.
  • Experience with AI/ML and Generative AI, cloud-native/hybrid-cloud architectures, data platforms and analytics, application modernization, and digital services.
  • Experience with cybersecurity, Zero Trust, DevSecOps, data/API interoperability, automation, and secure enterprise integration; familiarity with health IT and health-data interoperability is preferred.
  • Knowledge of applicable federal security, privacy, accessibility, and compliance frameworks, including NIST, RMF, FISMA, FedRAMP, and Section 508.
  • Relevant certifications such as AWS/Azure/Google Cloud Solutions Architect, CISSP, TOGAF, or PMP.
