About the Role

Torch Technologies is seeking a Software Engineer (Senior) with Test Management Experience to join a team to support the testing of systems assigned to the Air Force Human Resources Systems Division. The person that fills this position will apply their software engineering skills to provide testing support for the development and sustainment of the human resource (HR) systems supporting the Air Force.

Key Responsibilities

  • Preparing/creating, reviewing, and analyzing all types of documentation for: Planning, Requirements, Design, Coding, Support, and Test.
  • Source code, configuration files and engineering resolution support.
  • Determining operational feasibility by evaluating analysis, problem definition, requirements, solution development, and proposed solutions.
  • Demonstrating solutions by developing documentation, flowcharts, layouts, diagrams, charts, and code comments.
  • Determining and designing system specifications, and standards, and programming/coding and installing solutions.
  • Improving operations by conducting systems and process analysis plus recommending changes in policies and procedures.
  • Advising (licensed) software procurements by researching, analyzing, comparing, and documenting results of vendors and products, which may include installation, configuration and testing (of products).
  • Providing information and recommendations by collecting, analyzing, and summarizing development and service related issues.
  • Accomplishing engineering and organization mission by completing related results as needed.
  • Developing software solutions by studying requirements/user stories, user/system/data needs, conferring with users, studying systems flow, data usage, and work processes, investigating problem areas, and following an Agile software development lifecycle.
  • Evaluating software technologies such as containerization and the use of Kubernetes, infrastructure as code, configuration as code, micro services, standard application program interfaces (API), continuous integration/continuous delivery (CI/CD), and maximizing the automation of the software development lifecycle (SDLC).
  • Ensuring the rigorous application of information security/cybersecurity policies, principles, and practices to the delivery of application software services.

Required Qualifications

  • U.S. Citizenship is required.
  • Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, 5 years of which must be in the DoD.
  • OR, bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
  • OR, 15 years of directly related experience with proper certifications as described in the PWS labor category performance requirements, 8 of which must be in the DoD.
  • Active Secret DoD Clearance (required to start).

Required Experience & Knowledge

  • Experience with enterprise ALM Tool (e.g., OpenText ALM Octane, Jira/Xray, Azure DevOps, or Micro Focus ALM).
  • Hands on familiarity with enterprise test automation frameworks and experience building strategies to streamline test execution.
  • Experience drafting, reviewing, and approving master test strategies, test plans, and final reports across multi-phase testing (QT&E, UAT, OT).
  • Strong understanding of DoD software acquisition standards, T&E governance, quality metrics, and risk management.
  • Experience in Air Force Program system/software engineering policies, procedures, and practices.
  • Knowledge and understanding of Federal and DoD Cybersecurity regulations and policies.
  • Experience with the Risk Management Framework (RMF), and Federal DoD Cybersecurity regulations, policies and best practices.

Preferred Qualifications

  • Testing & System Engineering Certification: ISTQB Certified Tester, Certified Software Test Engineer (CSTE), or Systems Engineering credentials.
  • Familiarity with MilPDS, AFPROMs, vMPF, vPSC, or legacy DoD HR Systems.
  • IAT/IAM level II certification (Minimum of Security+; equivalent or higher certification). (Highly Desired).

Work Schedule & Location

  • Schedule: M-F; 8-5
  • Work Location: Onsite, Randolph AFB
  • Travel: 10%
