About the Role

The Licensed Certified Social Worker – Clinical (LCSW-C) will represent the Maryland Department of Labor (MD Labor) within the Division of Workforce Development and Adult Learning (DWDAL) for the Correctional Education (CE) Special Education program. This role involves providing services to students with disabilities aged 18 to 21 who attend CE schools within Maryland Department of Public Safety and Correctional Services (DPSCS) facilities. The position reports to MD Labor headquarters in Baltimore, MD, and works closely with the CE Special Education Coordinator, related service providers, teachers, principals, and the Special Education Data Manager/IEP Specialist.

Responsibilities

  • IEP Related Services Implementation:
    • Provide in-person counseling services aligned with students' IEP goals and objectives.
    • Document counseling sessions on the Maryland Online IEP (MOIEP) system and maintain related service provider tracking documents.
    • Complete triennial IEP Progress Reports based on student goals.
    • Consult with teachers, related service providers, and parents/guardians to discuss student progress and needs.
  • IEP Meeting and 504 Plan Participation:
    • Attend child-find, IEP, and 504 Plan meetings to assist in student eligibility, program planning, and document revision.
    • Conduct informal assessments and observations to determine students’ need for services and provide comprehensive assessment reports.
    • Interpret and discuss treatment recommendations at IEP or 504 Plan meetings.
    • Write present levels of academic achievement and functional performance (PLAAFPs) and identify goals, objectives, and related services on MOIEP.
  • Communication and Collaboration:
    • Communicate with the Special Education Coordinator regarding absences, delays, and work-related updates.
    • Coordinate with school principals and teachers for assessments, observations, and meetings.
    • Maintain a daily Google Calendar of scheduled events and share it with the Special Education Coordinator.
    • Collaborate on professional development ideas and resources for CE staff.

Qualifications

  • Education: Determined by the State Board of Social Work Examiners under the licensing requirements for Social Workers.
  • Experience: Two years of clinical and therapeutic social work experience, applying professional principles to clients requiring rehabilitative counseling.
    • Substitution: U.S. Armed Forces military service experience at the rank of Corporal/Petty Officer or higher in Social Work classifications or related fields.

Desired Qualifications

  • One year of experience counseling students aged 14–21 in a school setting.
  • One year of experience collaborating on multidisciplinary teams to develop IEPs and/or 504 Plans.
  • One year of experience providing professional development for employees.

Licenses and Certifications

  • Licensed as a Certified Social Worker or Certified Social Worker-Clinical by the State Board of Social Work Examiners.
  • Valid motor vehicle operator’s license in Maryland (if assigned duties requiring vehicle operation).

Special Requirements

  • Meet mandatory continuing education standards as determined by the hiring department.
  • Maintain strict confidentiality of student records in accordance with IDEA, COMAR, MSDE, FERPA, and HIPAA.

Selection Process

Candidates will be ranked as Best Qualified, Better Qualified, or Qualified based on their application. Information must be submitted by the closing date. Educational credentials from foreign countries must be evaluated by an approved review service prior to hire.

Benefits

  • Subsidized health benefits for eligible contractual employees working 30+ hours per week.
