Description of Job
Support the business analysis needs of the Office of eHealth Innovation's Social Determinants of Health Health Information Exchange (SHIE) project.
- Analyze business processes and identify opportunities to improve workflows, data exchange, and system functionality related to the SHIE initiative.
- Collaborate with Health Information Office project teams, internal business units, external partners, and community stakeholders to support project objectives.
- Elicit, analyze, document, and validate business requirements through interviews, workshops, and stakeholder engagement.
- Document policies, business rules, regulatory requirements, and operational processes for OeHI, HCPF, and SHIE data partners.
- Act as a liaison between HIO, SHIE data partners, Department leadership, external stakeholders, and the SHIE vendor.
- Coordinate with the SHIE vendor to implement new data interfaces, enhance existing integrations, and support interface testing and deployment.
- Assist in identifying, troubleshooting, and resolving interface and data exchange issues in collaboration with technical teams and vendors.
- Facilitate communication across cross-functional teams to ensure business needs are accurately translated into technical solutions.
- Support project planning, implementation activities, testing, issue tracking, and change management efforts.
- Ensure project documentation remains current, complete, and compliant with organizational and regulatory standards.

Class Code & Classification Description: H1C3XX Analyst III- Minimum Qualifications: There are two ways to qualify for this position:
Option 1: Experience Only: Six (6) total years of professional experience in Business Requirements / Writing, Outcome Measurement, Stakeholder Engagement, or an occupational field closely related.
Option 2: Education and Experience: Bachelor's degree from an accredited institution in a field of study related to the work assignment AND Two (2) total years of professional experience in Business Requirements / Writing, Outcome Measurement, Stakeholder Engagement, or an occupational field closely related.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following: An associates will count as two years of experience
A bachelors will count as four years of experience
A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience

PREFERRED QUALIFICATIONS
Previous relevant professional state experience
Professional experience in: Public health, human services, health policy, healthcare or Medicaid project management, workforce initiatives, rural health, or a closely related field
Health IT systems requirements and administration
Case management, direct care, or resource navigation
Dashboard creation for workflows and performance measurement
Skills to Support Success
Experience using Project Management Tools
Experience using Dashboard or Workflow tools such as SmartSheet
Definition of Professional Experience
