SME Engineering Support (Anti-Tamper) 1

Serco has an opportunity for a Subject Matter Expert (SME) Anti-Tamper Engineer specializing in systems security engineering and microelectronics, supporting the Special Programs Division, DoD Anti-Tamper (AT) Executive Agent Field Program Office (FPO) (AFLCMC/WAG-AT) at Wright Patterson AFB, OH. This position is contingent upon maintaining or transferring an active Department of War (DoW) Top Secret security clearance with the ability to obtain TS/SCI.

About the role

WAG-AT conducts studies to identify new capabilities; matures laboratory technologies to be weapon system ready; and develops, tests, and rapidly fields new AT capabilities/products. These efforts provide insight and foundational AT technology to seed DoD weapon system development programs, reducing developmental risk, cost, and schedule growth while ensuring AT architectures are developed to protect U.S. warfighters against loss of life from technological exploitation of U.S. weapons systems.

Responsibilities

• Apply DoD systems security engineering processes, weapon system Program Protection planning, and anti-tamper methods for new, existing, and future weapons systems and capabilities.
• Assess integrated circuitry, industry-standard processors, and memory chips to determine methodologies for reverse engineering electronic systems and integrated circuitry.
• Provide engineering support for technology and product acquisitions, including long-term planning, request for proposal (RFP) development, and technical oversight of ongoing projects.
• Review and analyze contractor proposals for design feasibility and system compatibility.
• Assess acquired capabilities in achieving system design requirements and specifications.
• Collaborate with Service labs and industry partners to assess current and future weapons systems’ susceptibilities and vulnerabilities to adversary exploitation; evaluate and develop friendly forces lab exploitation capabilities of U.S. weapons systems’ electronic circuitry.
• For program protection, identify technologies and evaluate system/subsystem design functions and improvements to protect Critical Program Information (CPI).
• Work with DoD Anti-Tamper Evaluation Teams to understand current designs and identify vulnerabilities to foreign and adversary exploitation.
• Assist efforts to improve U.S. weapons system anti-tamper/anti-exploitation design, development, manufacturing, training, and sustainment.
• Evaluate system test plans and participate in the conduct of system, subsystem, and component testing.
• Conduct engineering performance, supportability, schedule, and risk assessments, as well as scheduling trade-off studies.
• Create, staff, publish, and maintain security classification guides for the DoD AT community.

Requirements

• Active TOP-SECRET security clearance with the ability to obtain and maintain Sensitive Compartmented Information (SCI) and access to Special Access Programs (SAP).
• Background investigation current within the past 5 years or under Continuous Vetting.
• Master’s Degree in an Engineering discipline with a minimum of 20 years of relevant experience with the DoD, other government agency, or DoD contractor.
• Minimum of 3 years of SAP or SCI experience within the last 5 years.
• Ability to travel up to 10% (CONUS).

Skills

• DoD Anti-Tamper and program protection planning knowledge and experience.
• Familiarity with electrical and electronic circuits, Institute for Electrical and Electronics Engineers (IEEE) standard communication circuits, electro-mechanical interface design, and software control of electronic circuits.
• Experience evaluating current fielded weapons systems to determine anti-tamper and reverse engineering susceptibility based on vendor design.
• Experience working within an electronic exploitation lab environment to evaluate current and new processors, memory units, and electronic circuits to exploit weaknesses, identify design improvements, and develop new standards to deter technological exploitation.
• Experience in a Special Access Program (SAP) and/or SCI environment.

The salary range for this position is provided as a general guideline and represents a good faith estimate across all experience levels. Actual base salary will be determined by factors including scope of the role, relevant experience, job-related knowledge, education and training, key skills, and geographic market considerations.
