Site Superintendent/Environmental Manager 04147 NWGC
Position Purpose
The on-site Superintendent / Environmental Manager is responsible for the daily on-site construction activities, including safety, quality, and production, on a large building renovation project in Petersburg, AK. The Superintendent directs, manages, supervises, and coordinates all work of subcontractors / trades to meet requirements and specifications as described in the statement of work.
Essential Duties and Responsibilities
- Ensures the project maintains the required schedule by organizing, planning, monitoring, and inspecting work.
- Prepares schedules or assist scheduler for pay estimates and 3–week look ahead.
- Prepares takeoffs or assists project manager with all required materials and ensures that materials and equipment are delivered to the site on time.
- Affords subcontract scopes of work and ensures subcontractors are on the project when required and progress in accordance with the schedule.
- Ensures the activities of various workers do not interfere with one another.
- Inspects the work of each trade and confirms that the quality is up to standard and the work is being performed in accordance with plans and specifications.
- Plans and conducts weekly progress meetings and assists in the performance of Quality Control preparatory meetings and inspections.
- Reads and interprets plans and specifications.
- Affords project estimates, bid packages, schedule preparation, and budgets.
- Has stop work authority for potential quality and/or S&H issues
- Approves corrective measures taken and dictates when to resume work.
Environmental Manager Duties
- Implements Government-approved EPP.
- Ensures waste segregation and storage compatibility requirements are met.
- Inspects and manages Satellite Accumulation areas.
- Ensures only authorized personnel add waste to containers.
- Ensures project personnel are trained in 40 CFR requirements in accordance with their position requirements.
- Covers coordination of waste container removal.
- Maintains the Environmental Records binder and required documentation, including environmental permits, compliance, and close-out.
- Covers coordination of associated OSHA practices applicable to the environmental work performed.
Additional Duties and Responsibilities
Other duties, responsibilities, and qualifications may be required and/or assigned as necessary.
May serve as an alternate SSHO and/or QC Manager.
Minimum Qualifications
- Education and Experience: High School Diploma or GED. At least ten (10) years of recent experience in Construction of which five (5) years as Superintendent on federal construction renovation projects with multiple trades in Alaska. Must have experience in the areas of hazard identification and safety compliance. Experience working with environmental regulatory agencies such as ADEC.
- Skills and Abilities: Must be familiar with the requirements of 29 CFR 1910 and 29 CFR 1926. Must be capable of interpreting a critical path schedule and construction drawings. Knowledge and experience implementing the USACE Three Phases of Quality Control. Thorough knowledge of EM 385-1-1. Must possess a working knowledge of computer systems such as Adobe, Microsoft Excel, Outlook, and Word. Must have strong interpersonal skills and a high-level proficiency in written and verbal communication to discuss work requirements with project stakeholders, including client, staff, and subcontractors. Must be a self-starter, well organized, and able to work independently with minimal direction. Able to be flexible and adapt to constant change. Knowledge of acceptable construction site practices, including occupational safety and health regulations. Able to understand and implement applicable local, state, and federal codes and regulations.
- Special Requirements: CPR – First Aid certification. 30- and 10-hour Construction Safety and 8-hour OSHA Supervisor training and certificates. Must be able to meet the standards required to obtain and hold general clearance for access to military installations. Valid Driver’s License compliant with REAL ID ACT.
PREFERRED QUALIFICATIONS
- Previous asbestos abatement experience.
- Two (2) years of experience as an onsite QC Manager on similar projects.
- One (1) year of experience as an onsite Safety Officer on similar projects.
Physical Demands
Must be able to stand and walk for prolonged periods of time. The position will include prolonged periods of sitting in order to perform administrative duties.
Working Environment
The position will require work to be performed indoors and outdoors. The employee will be exposed to various weather conditions. Other hazards include, but are not limited to working near heavy equipment, noise hazards, chemicals, cleaning products, asbestos, lead based paint, contaminated soils, road traffic, etc. Work in a remote location, onsite, in Petersburg, AK throughout the project duration.
