Site Medical Director - Physician

Responsibilities

• Provide direct supervision of providers at the respective site.
• Provide clinical leadership and mentoring of clinicians at the site in the practice of evidence-based, timely, effective, efficient, and equitable medical care.
• Provide clinical input on care and management of individual patients as may be needed by colleagues and co-workers.
• Review cases for the Controlled Substances Oversight Committee.
• Review unexpected outcomes, including deaths, as part of peer review and quality improvement.
• Participate as a member of the site Leadership Team to solve clinic problems, resolve personnel issues, and implement improvement projects.
• Perform responsibilities delegated by senior leadership.
• Implement plans to meet operational, financial, and patient care quality goals, including monitoring progress toward quality metrics.
• Attend local and administrative meetings as needed and determined by the Medical Director and site leadership.
• Provide clinical input to assist in solving patient issues related to quality of care and behavioral issues.
• Attend Administrative/Quality Improvement Meetings.
• Organize the site’s provider meetings, including minutes, and assist with organizing staff and team meetings, and manage follow-up from the meetings.
• Assist in coordination of provider scheduling, including working with other site leaders to approve vacation and other time off requests, and ensure timecards are approved and time management of providers is monitored.
• Act as liaison between the Center and other groups in the community regarding clinical issues and access.
• Act as clinical liaison to other departments or programs within VG, such as Dental, School-Based Health Centers, and the Migrant camp program.
• Address day-to-day concerns of providers, support staff, and management team.
• Ensure that procedures are in place to maximize the flow of information through the clinic to increase patient safety and provider continuity.
• Assist in implementation of plans to meet the objectives of the organization as guided by local, state, and federal stakeholders including health plans and funders.
• Ensure that training needs identified are met for provider and support staff.
• Provide performance reviews and feedback to provider staff annually.
• Have regular 1:1 meetings with direct reports, usually quarterly, but more often when needed.
• Work with other site leadership to recruit provider and other medical staff for the site, scheduling time for interviews with providers and lunches.
• Orient new providers to the site and hold check-ins with them regularly.
• Act as a representative of the site’s medical staff with the leadership team, assuring good communication and acting as a liaison between other site leadership teams and senior leadership.
• May be required to temporarily assume responsibilities of the Medical Director of Provider Affairs or the Chief Medical Officer in their absence.
• Provide direct patient care in accordance with training, experience, and licensure.
• Scope of practice including hospital and OB care will be dependent upon specialty and training of provider and needs of site.
• Provide comprehensive and culturally competent health care of the highest quality.
• Provide case management for patients as needed, working collaboratively with support staff.
• Meet patient care productivity standards to assure adequate access to clinical services.
• Provide timely documentation in the medical record of care provided to patient, including education, medications, referrals, diagnostic testing, and follow-up.
• Provide supervision and education of students and residents in the health care professions.
• May assist in organizing and participating in special clinics, such as the farmworker outreach program.
• May be required to provide services at VG locations other than primary site.
• Handle protected health information (PHI) in a manner consistent with HIPAA.

Requirements

• Current active, board certification in Pediatrics, Internal Medicine, or Family Medicine.
• Licensed to practice medicine in Oregon with current DEA registration.
• At least 3 years prior clinical experience required with 1 year supervision experience in community medicine as a provider preferred.
• Current staff privileges at Hillsboro Medical Center (may be Courtesy) as needed for clinical work depending on scope of practice.

Conditions of Employment

As a condition of employment for a Medical or Dental Provider at VGMHC, these employees agree to provide services to non-health center patients under the following circumstances:

• Community-Wide special clinics at VGMHC.
• School-based clinics and other school-linked clinics.
• Health Fairs.
• Immunization campaigns.
• Migrant camp outreach.
• Homeless outreach.
• Hospital-related activities—for providers with hospital privileges, cross-coverage for patients of the community in the hospital is expected.
• Coverage in certain individual emergencies—community members may experience a medical emergency in or around one of our health centers. VGMHC medical providers are expected to respond medically appropriately to these emergencies.

Knowledge, Skills and Abilities

• Detail oriented.
• Knowledgeable, or willing to learn, about continuous quality improvement.
• Strong commitment to working with patients and staff from a wide range of ethnic, economic, cultural, and social backgrounds.
• Bilingual English/Spanish with ability to pass State proficiency exam to provide medical care in Spanish preferred. Refresher courses may be provided to assist with preparation for the proficiency exam.
