About the role

The Site Maintenance Manager (SMM) is responsible for C-130J MATS site-level maintenance support and has overall site-level responsibility for the operation and maintenance of simulators located at Little Rock AFB. The SMM supervises and manages personnel assigned to meet preventive and corrective (organizational, intermediate, and depot) maintenance requirements; operational requirements; and hardware/software/data configuration requirements of assigned aircrew training devices. The SMM ensures the availability of training devices as necessary to meet training requirements, prepares reports, and maintains records to support site reporting requirements of the contract. The SMM is responsible for safety, security, spaces, and all Government-furnished equipment and materials used by C-130J MATS program personnel at the site and acts as the principal liaison between the Government’s Representative, CLS Manager, and the TSSC.

Responsibilities

  • Inform Government and CLS/Program Managers of trainer availability, preventive and corrective maintenance actions, and other operational status updates.
  • Coordinate, utilize, revise, and enforce the C-130J MATS Quality Control Plan.
  • Schedule operation and maintenance shifts and personnel assignments.
  • Ensure implementation and adherence to C-130J MATS Policies, Procedures, and Work Instructions (WIs).
  • Establish and maintain adequate safety and security standards.
  • Perform site administrative duties, including enforcing procedures for security of classified material and site access.
  • Account for proper supply and materials logistic support.
  • Supervise and direct site work efforts of assigned C-130J MATS maintenance technicians in performing organizational, intermediate, preventive, and corrective maintenance.
  • Ensure assigned training devices are operational in compliance with the program Performance Work Statement (PWS) and contract.
  • Determine on-site or off-site component repair actions.
  • Manage program support materials through ordering materials, replacement parts, and spares inventory management.
  • Assume accountability for all government and company-furnished equipment and materials, performing periodic inventories as specified by the PWS.
  • Manage simulator spare parts, repairables, consumables, and support equipment logistics, ensuring adequate inventory levels, proper storage, accountability, and timely availability of parts required to support C-130J simulator maintenance and operational readiness.
  • Coordinate parts requisitioning, shipment, receipt, repair/return, and replenishment activities with supply chain, OEMs, vendors, and program stakeholders; track critical or long-lead items and proactively resolve material shortages that could impact simulator readiness.
  • Maintain parts accountability and logistics records, including inventory accuracy, serialized/component tracking, shelf-life controls, configuration applicability, and disposition of unserviceable or obsolete material; conduct periodic inventories and support audits in accordance with contractual and company requirements.
  • Ensure necessary program technical data is available and current.
  • Provide training device availability, required maintenance actions, and overall maintenance status to program management, government personnel, and the CLS Manager.
  • Prepare reports and maintain records to support requirements of the C-130J MATS contract.
  • Monitor and track the repair status of inoperative equipment and document maintenance activities utilizing the logistics management database system (e.g., work order generation and updates, repair action documentation, inventory management).
  • Work with TSSC Contractor Engineering to assist in trainer non-standard situations.

Requirements

  • Bachelor’s degree in a technical field (or equivalent experience) with 3–8 years of relative experience with military or equivalent commercial flight simulator/device, including at least 2 years of supervisory experience.
  • Knowledge of work flow processes, counseling procedures, simulator operations, crew schedules, Quality Assurance, safety, security, and base operating procedures.
  • Experience/knowledge of complex training devices and/or mainframe computers and visual display systems.
  • Strong maintenance tasking and direction skills coupled with analytical skills to schedule work assignments and maintain workflow continuity across a wide range of training devices in various stages of training operations, inspections, modifications, evaluations, and repair.
  • Ability to read, analyze, and interpret complex technical documents/diagrams, including electrical schematics and drawings.
  • Ability to respond effectively to sensitive inquiries and complaints.
  • Ability to generate effective oral and written presentations and proposals on complex subjects.
  • Proficiency in supply conversation and management, report and evaluation writing, office management, and training device management.
  • Ability to calculate figures and amounts, prices, commissions, and percentages, and to draw and interpret graphs.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication.

Work Environment

  • Operates in a closed office environment, routinely using standard office equipment such as computers, phones, and printer/scanner/fax.
  • Works in areas with risk of electrical shock from moving mechanical parts driven by hydraulics under high pressure.
  • Exposure to extreme heat, airborne particles, and loud noises.
  • Must be able to lift at least 40 pounds overhead.
  • Must be able to walk and/or climb stairs and ladders into a simulator or airplane cockpit.
  • Must be able to stoop, bend, and crawl on top of or under the device.
  • Must be able to detect odors or hear noises, bangs, etc., or other sounds to detect problems or flaws in the functioning of simulators and their surrounding environment.
  • Must be able to distinguish colors.
  • Proficiency in Microsoft Office Suite required.

Schedule

This is a full-time salaried position, expected to work 80 hours per payroll period. The position is on-site at Little Rock, AR, and requires adherence to Government site hours of operation. Evening/weekend work may be required when program support is needed.

Supervisory Responsibility

This position supervises site maintenance technician employees, including scheduling personnel, managing labor and material expenditures, attending meetings, managing delivery schedules, and coordinating maintenance activities. Ensures a safe and secure work environment is established and maintained.
