Site Inspector*

About the role

The City of Richmond, Department of Public Utilities is seeking a qualified Site Inspector to enforce adopted City ordinances, policies, and procedures and ensure compliance. The selected candidate will provide inspections of Public Rights-of-Ways and other public areas in accordance with standard procedures and protocols, serving as enforcement officers.

Responsibilities

• Conduct regular inspections of active construction sites to ensure proper construction and function of BMPs and other stormwater structures
• Ensure compliance with the Virginia Erosion and Sediment Control Law and Regulations
• Review the pollution prevention plan
• Ensure the Storm Water Pollution Prevention Plan (SWPPP) is updated and implemented as required
• Document inspections according to procedures
• Prepare and submit inspection reports
• Enter and maintain inspection data for each project into a database and spreadsheets
• Initiate enforcement action when necessary
• Ensure compliance to correct deficiencies or violations

Requirements

• Associate’s degree or two-year technical certificate
• Three (3) or more years of related experience performing inspections, implementing abatement and enforcement plans, and demonstrating diplomacy in delivering customer service and public contact
• A high school diploma and five (5) or more years of performing inspections may be considered to meet the minimum qualifications
• An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications
• Valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
• Must be eligible for Virginia designation as "Conservator of the Peace," if assigned to property maintenance inspections, and obtain said designation within one year of employment

Preferred Qualifications

• Certified as a Dual Inspector (Erosion Sediment Control, Stormwater) by DEQ or certified for this discipline within 11 months

Working Conditions

Working conditions may include:

• Travel to locations within and outside the City of Richmond
• Exposure to hazardous physical conditions (mechanical parts, electrical currents, vibrations, etc.)
• Atmospheric conditions (fumes, odors, dusts, gases, poor ventilation)
• Inadequate lighting, intense noise, and environmental hazards (disruptive people, imminent danger, threatening environments)

Physical Requirements

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks with frequent interruptions and under time constraints. Physical requirements include:

• Regularly required to reach, stand, push, pull, lift, use fingers, grasp, talk, see, and hear
• Frequently required to climb, balance, stoop, crouch, crawl, walk, feel, and use substantial repetitive motions of the wrists, hands, and fingers
• Medium work classification: exerting up to 50 pounds of force occasionally, up to 20 pounds frequently, and up to 10 pounds constantly to move objects
