About the role

This is a full-time position requiring 1880 hours of support per year, performed at a customer location. As an Operational Requirements Analyst, you will serve as an authority on logistics, sustainment, acquisition, and material management, advising the customer on all aspects of lifecycle sustainment, logistics, and materiel procurement integration to support test and demonstration events. You will manage logistics operations during events, including site setup, movement of personnel, goods, and equipment, and oversee site facilities.

Responsibilities

  • Perform logistic planning, conduct first-line troubleshooting, coordinate maintenance, and repair mechanical systems (including generators, motors, electrical, HVAC, etc.).
  • Build and maintain constructive relationships among customers, stakeholders, technical teams, and contractors across the customer base.
  • Manage disparate located personnel and equipment, conducting/supporting multiple logistics nodes.
  • Present briefings to senior leaders and customer stakeholders.
  • Identify, develop, and implement efficiencies that enhance productivity and/or reduce overall contract costs to the government.
  • Analyze user requirements to develop concept of operations documents and event requirements specifications.
  • Analyze and evaluate (on a quantitative and qualitative basis) the support required to sustain operations at alternative locations.
  • Develop life cycle cost analysis, estimates, and alternatives.

Requirements

  • Ten (10) years of experience in Operations Requirements on programs and contracts of similar scope, type, and complexity is required, of which five (5) years shall be in the Intelligence Community (IC).

Qualifications

  • Bachelor’s degree in engineering or a related field (e.g., systems engineering, mathematics, information technology, operations research). A High School diploma and fourteen (14) years of experience would also be acceptable.
  • At least five (5) years of demonstrated experience in Combat Support Agencies or Services collection strategies and Programs for Record.
  • At least five (5) years of demonstrated experience in Joint Cryptologic operations and capabilities, including DNI and USD(I) strategies and policies.
  • Demonstrated expertise in logistic planning, first-line troubleshooting, coordination of maintenance, and repair of mechanical systems is preferred.
  • A forklift license is preferred.
  • Knowledge of the agency’s Installation & Logistics organization is preferred.
  • Knowledge of how to configure a physical IT network (cabling, wiring, etc.) is preferred.
  • Familiarity with the government shipping process is preferred.

Skills

  • Strong interpersonal and communication skills, including demonstrated ability to comfortably interact with all levels of organizational management.
  • Ability to operate in a dynamic environment with minimal supervision, possessing strong interpersonal, problem-solving, and decision-making skills.
  • Willingness to travel; several smaller trips (2-5 days) per year and two longer trips (2 to 5 weeks) per year.

Physical Demands

  • Must be able to lift up to 25 lbs occasionally.
