About the Role
The Shift Supervisor carries out the mission of San Diego Center for Children and the treatment philosophies and approaches as they pertain to day-to-day operations of running a children's residential program. The Shift Supervisor will oversee compliance of Title 22 Regulations, Behavioral Health Services, and Joint Commission. This includes direct supervision and training of Behavioral Support Specialists. In conjunction with the Program Managers, the Shift Supervisor will ensure implementation of treatment plans for each youth and maintenance of a therapeutic environment within the residential program. This position coordinates a variety of activities for children/youth, implements the program structure, and acts as a liaison with the education component.
Responsibilities
- Provide leadership, supervision, accountability, vision, and support for training employees and initiatives across the agency.
- Collaborate across all departments on program implementation, capacity building, and quality improvement initiatives.
- Communicate with Intake Manager and/or Coordinator and Therapists regarding new intakes.
- Provide ongoing observation and input to Behavioral Support Specialists (BSS) regarding their work performance.
- Complete performance evaluations for Counselors who work in the unit under the Shift Supervisor’s charge.
- Complete monthly observation reports and follow protocols around data measures to ensure feedback is consistent across all shift supervisors.
- Help identify, implement, and measure quality practice outcome goals across the residential program.
- Manage, facilitate, and support residential program needs by keeping up to date on best practices, trends, and policies related to human service workforce development.
- Monitor and assess the effectiveness of pre-service training and ongoing training modules for direct care staff.
- Oversee correspondence with direct care staff.
- Ensure maintenance of training plans and records required by regulatory and contractual requirements, accreditation standards, employment law, and organizational policies (STRTP, GH, BHS, Joint Commission).
- Ensure preparation of monthly, quarterly, and end-of-year training reports as required by licensing, contract, and accreditation requirements.
- Develop and maintain a professional resource library (on SharePoint).
- Assure monitoring of direct care scheduling, hiring, termination, recruitment, and any disciplinary actions as needed.
- Plan and develop training modules for the expansion of programs and agency growth.
- Ensure all BSS maintain the physical plant in safe, clean, and good working order. Ensure all residential cottages/units meet the Center’s policies, procedures, and Title 22 and STRTP regulations.
- Coordinate physical plant or cottage repair priorities with facilities staff and Program Manager.
- Assist the treatment team in milieu program planning. Ensure Counselors carry out programming and requirements (e.g., program schedules, program statements, weekly treatment team).
- Ensure the treatment team develops and maintains an accurate and up-to-date program schedule when school is in or out of session. Ensure holiday program schedules are developed one month prior to school holidays, that Counselor staff follow the program schedule, and that the schedule is approved by the Program Manager or Residential Director before implementation.
- Ensure BSS maintain communication systems, both verbal and written, in a manner that facilitates a therapeutic milieu and in accordance with the Center's policies and procedures. These communication systems include daily progress notes, daily communication logs, incident reports, and other clinical documentation or communication follow-up as assigned by Lead Supervisor and/or treatment team.
- Manage the schedule of direct care staff.
- Complete annual reviews of organizational training needs by seeking organizational input.
- Maintain an accurate inventory of day-to-day needs of youth, direct care staff, and building (e.g., hygiene, office supplies, clothing).
- Attend required meetings (e.g., CFT’s, SITS, census).
- Review incidents with direct care staff, among employees in coordination with Human Resources, Program Manager, and Residential Director as needed.
- Supervise and develop department staff and direct care staff.
- Work in conjunction with Compliance to determine if additional or retraining needs are required across the residential program.
- Complete and maintain all required training and certifications.
- Maintain confidentiality in all matters within the organization with respect to personnel, operations, and clients.
- Ensure 24-hour staff coverage by maintaining communication with Lead Operation Supervisor, Program Manager/Director in a manner that ensures the safety of children in treatment.
- Provide care that may include physically restraining children when necessary to prevent injury to the child or others.
- May require 24/7 on-call shifts.
- Collaborate with Operations Coordinator on the mentoring and job-specific orientation of new staff.
- Other duties as assigned.
Supervisory Responsibilities
- Directly supervise all Behavioral Support Positions and carry out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Responsibilities include program implementation; training current and new employees; participating in treatment teams including SIT meetings; interviewing and onboarding new employees; planning, assigning, and directing work; appraising performance; motivating, rewarding, and disciplining employees; addressing complaints and resolving problems.

Qualifications
Minimum Qualifications
- Valid California Driver’s License
- Minimum 2 years of direct experience working with children, adolescents, and families with children or adolescents in residential care
- Must be 21 years of age or older
- High School diploma or GED or equivalent
- Minimum 1 year of experience in a supervisor or mentor role
Preferred Qualifications
- Bachelor’s Degree (BA or BS) from a four-year college or university
- Four years of related residential treatment care or special education experience
- Familiarity with training in evidence-based practices
- Bilingual in Spanish
