About the role

The Safety, Health, Environmental, and Lab Asset Manager is accountable for process safety management, risk management, safety performance, environmental compliance, security, emergency response, industrial hygiene, occupational health, quality programs and assurance, and the laboratory at the Texas City, Texas site for Acetyls.

Responsibilities

  • Champion and embed the INEOS 20 Principles of Process & Behavioral Safety and Life-Saving Rules, ensuring consistent understanding, communication, and application across all employees and contractors.
  • Develop and execute the site-wide SHE strategy, aligned with INEOS Group expectations and site operational objectives.
  • Establish robust governance systems to ensure full compliance with OSHA, EPA, TCEQ, and all applicable regulatory and permit requirements.
  • Lead the Process Safety Management (PSM) program, including:
    • Process Safety Information (PSI)
    • Management of Change (MOC)
    • Process Hazard Analysis (PHA, HAZOP, LOPA)
    • Mechanical Integrity and safe work systems
  • Drive a high-consequence (SIF) risk reduction approach, focusing on prevention of serious injuries and major incidents.
  • Provide expert guidance to Site Leadership on regulatory changes, emerging risks, and compliance strategies.
  • Ensure accurate and timely SHE reporting in accordance with INEOS Group expectations and regulatory requirements.
  • Lead incident investigations, ensuring root cause identification and implementation of sustainable corrective actions.
  • Establish and maintain site audit and assurance programs, including compliance verification and gap closure.
  • Develop and maintain SHE policies, procedures, and management systems.
  • Drive continuous improvement through performance management systems and SHE governance frameworks.
  • Ensure compliance with all federal, state, and local environmental regulations, including EPA and TCEQ requirements.
  • Oversee all environmental compliance programs, including:
    • Air, wastewater, and stormwater compliance
    • RCRA hazardous waste management and waste minimization
    • Environmental monitoring, reporting, and permit administration
  • Oversee all environmental permits, including:
    • Air (Title V / NSR as applicable)
    • Wastewater and stormwater
    • Waste handling and disposal permits
  • Ensure timely and accurate environmental reporting and submissions to regulatory agencies.
  • Manage and improve programs related to:
    • Air emissions and monitoring
    • Flaring and emission events
    • Water discharge and treatment compliance
    • Hazardous and non-hazardous waste (RCRA)
  • Maintain systems to ensure ongoing compliance assurance, including audits, inspections, and corrective action tracking.
  • Lead response and reporting for environmental incidents, deviations, and regulatory inquiries.
  • Drive continuous improvement in environmental performance and risk reduction.
  • Provide guidance to Site Leadership on emerging environmental regulations and potential business impacts.
  • Manage relationships with environmental regulators and external stakeholders.
  • Support development of strategies to improve sustainability, waste minimization, and resource efficiency.
  • Develop and maintain comprehensive occupational safety and health programs to protect employees and contractors.
  • Ensure effective hazard identification, risk assessment, and mitigation processes across all work activities.
  • Oversee industrial hygiene programs, including exposure monitoring, hazard evaluation, and control implementation.
  • Ensure appropriate Personal Protective Equipment (PPE) selection, use, and compliance.
  • Monitor workplace practices and conditions to proactively identify and address risks.
  • Support and coordinate Workers’ Compensation case management in partnership with HR and Risk Management.
  • Promote a proactive safety culture through employee engagement, training, and behavioral safety initiatives.
  • Ensure OSHA injury/illness log compliance and tracking.
  • Lead the site safety committee.
  • Ensure development, implementation, and continuous improvement of site emergency response plans and procedures.
  • Lead and support emergency drills, exercises, and responder capability development.
  • Maintain readiness and effectiveness of the Emergency Operations Center (EOC).
  • Coordinate and maintain relationships with local emergency response agencies and LEPC.
  • Oversee site security programs and contractor security services to protect personnel and assets.
  • Serve as a key lead or backup for regulated security roles (e.g., MTSA/FSO as applicable).
  • Ensure integration of business continuity and incident response planning.
  • Serve as a Facility Security Officer (FSO) backup per MTSA regulation to secure the entire property, including preventing and controlling trespassing, ensuring security and fencing integrity.
  • Work with third-party contractor and site host company to provide security for on-site personnel and plant assets.
  • Ensure all contractor activities comply with INEOS SHE expectations, site standards, and regulatory requirements.
  • Oversee safe execution of construction, maintenance, and turnaround activities.
  • Ensure effective implementation of permit-to-work systems and safe work practices.
  • Establish clear expectations and oversight for contractor safety performance and accountability.
  • Drive consistency and discipline across all workgroups to ensure safe and efficient execution of work.
  • Develop and manage the SHE operating and capital budget, aligned with site objectives.
  • Maintain cost discipline while ensuring strong SHE performance and compliance.
  • Identify opportunities to improve efficiency, eliminate waste, and optimize resource utilization.
  • Develop and maintain SHE KPIs and performance scorecards, driving improved results.
  • Provide clear, data-driven insights to the Site Leadership Team to support decision-making.
  • Contribute to site-wide strategic initiatives, operational improvements, and capital projects.
  • Lead, coach, and develop the site SHE team, ensuring strong capability and succession planning.
  • Drive a culture of accountability, engagement, and continuous improvement.
  • Promote effective cross-functional collaboration across operations, maintenance, engineering, and leadership.
  • Ensure robust training systems and competency development programs are in place.
  • Serve as a trusted advisor to the Site Leadership Team on SHE matters.
  • Represent INEOS with regulatory agencies, community groups, and industry organizations.
  • Maintain strong, professional relationships with government authorities and key external stakeholders.

Requirements

  • Bachelor of Science degree in Engineering, Occupational Safety & Health, Environmental Science, or related technical degree required.
  • At least 10 years chemical or petrochemical manufacturing experience, with an understanding of SHE compliance and performance issues.

Skills

  • Strong knowledge of safety and environmental management systems and the proactive application of continuous improvement practices to enhance SHE performance.
  • Extensive experience with Process Safety Management (PSM) and Risk Management Programs (RMP), including:
    • Incident investigation and root cause analysis
    • Management of Change (MOC)
    • Process Hazard Analysis (PHA, HAZOP, LOPA)
    • Mechanical integrity and safe work practices
  • Strong understanding of major hazard risk management, including prevention of high-consequence events (Serious Injury/Fatality and process safety incidents).
  • Strong working knowledge of applicable SHE regulations, including:
    • OSHA (PSM)
    • EPA (RMP)
    • TCEQ
    • DOT hazardous materials regulations
    • USCG (MTSA, as applicable)
  • Experience with environmental permitting and compliance, including air, water, and waste regulations.
  • Knowledge of industrial hygiene principles, including anticipation, recognition, evaluation, and control of workplace hazards.
  • Experience leading incident investigations, audits, and compliance assurance activities.
  • Ability to lead and implement emergency response systems, including Emergency Operations Center (EOC) readiness, Incident Command System (ICS), and emergency drills/exercises.
  • Ability to manage contract services, including environmental consultants, industrial hygiene monitoring, and site security providers.
  • Strong ability to translate technical requirements into practical operational solutions and make sound risk-based decisions.
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and SAP or similar systems.
  • Demonstrated ability to lead from the front and drive a strong SHE culture through visible leadership and accountability.
  • Ability to influence across all levels of the organization and drive sustainable behavioral change.
  • Strong leadership capability with experience coaching, developing, and holding teams accountable for performance.
  • Ability to lead change initiatives and effectively manage competing priorities in a dynamic environment.
  • Strong communication skills with the ability to present clearly to both operational teams and senior leadership.
