Service Maintenance Worker Semi-Skilled Parks and Recreation

Summary

This position is responsible for inspecting residential buildings in the town to ensure that foundation and structural work meets state codes and local ordinances.

Essential Functions

Review residential, commercial and industrial building plans and specifications for compliance with all building, plumbing, mechanical and electrical code requirements, including life safety, egress, occupancy loads, structural loads, fixture requirements, venting pipe sizing and electrical services, Including grounding, outlets, ducting, equipment location, sprinklers and fire alarms. Review plans for required engineering and architectural stamps; review for compliance with state and federal regulations. Review site plans for compliance with the building setbacks, impervious water surface, handicapped accessibility, subdivision platted requirements, zoning requirements, flood plane requirements, sewer and septic tank requirements. Issue building, plumbing, electrical and mechanical permits as needed. Complete all paperwork associated with plan review process, including writing letters to architects, engineers, builders and home owners and entering information in the database. If necessary, help perform final inspections ensuring the building meets all local, state and federal requirements; issues Certificates of Occupancy as appropriate. Answer telephone inquiries from builders, contractors, citizens and property owners regarding building and other related codes and ordinances. Perform on-site building inspections of footing, slab, foundation, rough in, framing and finals, to assure that all work complies with code and specifications. Notify contractors, engineers, architects, subcontractors and property owners of code violations and discuss remedies for deficiencies. Investigate complaints received from citizens and bring to a successful conclusion. Work closely with other departments throughout the plan review process. Explain, both verbally and in writing, the building codes, laws and regulations to architects, engineers, property owners and contractors. May supervise professional, technical and clerical personnel.

Knowledge

• In building, plumbing, gas, mechanical, electrical and knowledge of the sprinkler and fire alarm systems. of fire codes, zoning ordinances and code regulations. of federal accessibility standards. of various state agency regulations such as Home Builders Association, General Contractors, Electrical, Plumbing, Heating, and Air Boards, Architect and Engineers Boards. of design and construction principles as well as building materials, modern construction and material assembly practices. of building permitting program.

Ability to

? To interact with the public and solve violations and conflicts. ? To read and interpret plans and specifications and to communicate requirements to the permit applicant. ? To use common office equipment, such as telephones, computers and calculators and the ability to use an architect and engineering scale, a level and an electrical tester.

Minimum Qualifications

An equivalent combination of education and experience that provides the required knowledge, skills and abilities. A Bachelor’s degree in engineering, architecture, or closely related field. Additional related experience may be substituted for the required education. Experience Five years of progressively responsible related experience in plan reviews, field inspections, or construction. Certifications, Licenses, Registrations Possession of a Level II Certificate in Electrical, Mechanical and Plumbing and a Level III Certificate in Building and the ability to readily obtain Level III certifications from the North Carolina Building Code Council in Electrical Mechanical and Plumbing licenses within two years. Possession of a valid North Carolina driver’s license.
