Day to Day Responsibilities
- Advise and/or assist CES component stakeholders throughout the staffing process, tailoring communication to address multiple audiences.
- Advises component POCs on the proper coding and/or processing of CES personnel actions, using the current automated tools, in accordance with HR statutory and regulatory guidance.
- Review and verify justifications for requesting use of special salary rates, recruitment bonuses, retentions, allowances, and other authorities.
- Review and provide input to the development and/or revision to CES staffing related policies and procedures.
- Develop associated CES supplemental guidance documents, issue papers, and products that facilitate successful CES oversight.
- Research and evaluate the interrelationships between various federal personnel systems (e.g. General Schedule (GS), Federal Wage System (FWS), Defense Civilian Intelligence Personnel System (DCIPS), Demonstration Projects (Demos)) and unique components of each system.
- Research and draft responses to component inquiries.
- Aid in coordinating staff actions across the WID staff.
- Aid the Government Leadership staff when they coordinate/communicate, including calls, responding to email, and interfacing, with stakeholders or their staff at all levels within DoD.
- Cook up joint efforts with other groups and offices and maintain accountability of all assigned tasks.
- Prepare and assist in the development of briefings, multimedia presentations, white papers, and informational memoranda.
Required Qualifications
- Active Secret Clearance.
- Master’s degree from an accredited university.
- 15 years of progressive experience directly related to federal workforce policy. Will consider an additional 2 years of direct experience in federal workforce policy and analysis for a total of 17 years with a bachelor’s degree.
- 7+ years’ experience in federal human resources, recruiting or workforce planning within the DoD.
- 1 year of hands on experience with excepted service requirements and federal job classification.
- Demonstrated understanding and knowledge of Title 5, Title 10 and Department of Defense personnel policies.
- Advanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills
Preferred Qualifications
- Possess strong verbal and written communication skills to represent the interests and positions of DoD CIO.
- Highly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities.
- Experience with Teams and SharePoint development and management.
- PMP Certification
- Prior experience supporting IT or cyberspace activities with the military services and / or Defense Agencies and Field Activities.
