Senior Water Resources Project Manager

About the role

Brown and Caldwell (BC) is currently seeking a Senior Water Resources Project Manager to join our team in Portland, Oregon. This is a client-facing role where the successful candidate will oversee and lead stormwater planning and regulatory compliance projects across Oregon, Washington, and Idaho.

Responsibilities

• Review technical work performed by more junior staff.
• Conduct regulatory gap analysis to identify areas requiring increased compliance.
• Develop strategic permit plans and prepare permit applications.
• Prepare permit application forms, ensuring all required information is included.
• Conduct multi-media environmental audits and assessments, ensuring comprehensive compliance evaluations.
• Support compliance and reporting activities, ensuring timely preparation and submission of relevant documentation.
• Support development of compliance programs.
• Negotiate with regulatory agencies to resolve compliance issues and secure necessary permits.
• Mitigate environmental liability and risk through strategic planning and risk management.
• Advance and implement tools and standards for environmental compliance and permitting.
• Flexibly adapt and execute various additional assignments based on evolving needs.
• Mentor less experienced team members, providing guidance and support to help them develop their skills and grow within their roles.

Requirements

• Expertise in regulatory gap analysis and strategic permit planning.
• Advanced competency in preparing permit applications and conducting environmental audits and assessments.
• Strong thought leadership abilities and skills in compliance support, reporting, and agency negotiations.
• Proficient in written and oral communications with clients.
• Extensive experience in environmental liability management, risk reduction, and development of tools and standards.
• Certified in the SMS Framework, and progressing through the SMS competencies.

Qualifications

• A bachelor’s degree in environmental science, engineering, or a related field, or equivalent experience.
