Senior Vice President of Health Services Operations
Planned Parenthood Gulf Coast (PPGT) is seeking a strategic leader to oversee health services operations across our service area, ensuring high-quality reproductive and sexual health care and family planning services for all patients.
About the role
This position provides executive leadership for the development, implementation, and oversight of health services programs in alignment with PPGT’s mission, vision, and strategic goals. The Sr. VP of Health Services Operations fosters a transparent, high-accountability culture that inspires frontline teams, celebrates data-driven decision-making, and maintains high employee engagement through organizational change. The role ensures compliance with regulatory standards, productivity expectations, and customer service excellence while supporting workplace inclusion initiatives.
Responsibilities
- Provide strategic leadership and oversight of health services operations across all service delivery sites, ensuring alignment with organizational goals, policies, vision, and mission.
- Establish and monitor operational performance metrics, utilizing data analytics and reporting tools to drive accountability, improve efficiency, and achieve organizational objectives.
- Lead operational planning and continuous improvement initiatives, including workflow optimization, resource allocation, technology implementation, and process redesign.
- Ensure compliance with organizational policies, regulatory requirements, accreditation standards, and best practices while maintaining operational consistency across all locations. Accrediting, licensing, and regulatory bodies include Planned Parenthood Federation of America (PPFA), Texas Department of State Health Services (TDSHS), Texas Health and Human Services Commission (HHSC), Clinical Laboratory Improvement Amendments (CLIA), Occupational Safety and Health Administration (OSHA), Medical Examiners, and Nurse Examiners.
- Foster a culture of transparency, accountability, collaboration, and high performance by establishing clear expectations and measurable outcomes for leaders and teams.
- Lead, mentor, and develop operational leaders, creating succession plans and professional development opportunities that support organizational growth and workforce stability. Utilize employee engagement data, performance metrics, and feedback mechanisms to drive workforce engagement, retention, accountability, and continuous improvement.
- Champion change management initiatives by developing communication, engagement, and implementation strategies that support successful adoption of organizational priorities and operational transformations.
- Oversee operational financial performance, ensuring effective stewardship of resources and achievement of budgetary and productivity goals.
- Partner with other leaders and finance teams to develop annual budgets, long-range financial plans, and strategies that support organizational sustainability and growth. Act as Program Manager for grants and funding projects.
- Monitor operational, productivity, and financial performance indicators and implement corrective action plans when performance does not meet established targets.
- Identify and execute opportunities to improve efficiency, optimize resource utilization, manage costs, and strengthen financial performance across health services operations.
- Lead initiatives that promote exceptional patient experiences and customer service, ensuring services are accessible, responsive, and patient-centered.
- Collaborate with clinical and quality leaders to support quality improvement initiatives that enhance operational performance, patient outcomes, and service excellence.
- Monitor patient satisfaction, quality, access, and operational metrics, utilizing data to identify trends, address concerns, and drive continuous improvement.
- Foster a culture of quality, innovation, and continuous learning that supports safe, efficient, and equitable delivery of reproductive and sexual health care and family planning services.
- Represent the organization internally and externally with community organizations, healthcare partners, payers, regulatory agencies, and professional associations as appropriate.
- Access and manage patient protected health information (PHI) in compliance with HIPAA, adhering to the minimum necessary rule for treatment, payment, and healthcare operations.
- Perform additional duties and responsibilities as assigned by management.
Requirements
- Master’s degree + 8 years of relevant exempt experience or Bachelor’s degree + 10 years of relevant exempt experience or Associate’s degree + 12 years of relevant exempt experience or High School diploma or equivalent + 14 years of relevant exempt experience.
- Education in Healthcare Administration, Business Administration, Public Health, Organizational Leadership, or a related field.
- At least 6 years of supervisory or management experience.
- Minimum of 3 years of experience in a relevant senior leadership role.
- Experience leading multi-site healthcare operations and multidisciplinary teams.
- Healthcare industry experience preferred.

Working Conditions
- Essential functions require working 40+ hours per week in PPGT offices and/or health centers, including nights and weekends.
- Must be able to travel as needed for affiliate business.
- Ability to type, operate standard office equipment, and communicate clearly and professionally in written and oral forms.
- Must perform assigned duties with efficiency, accuracy, and maintain confidentiality.
